Some <br />of the schools are requesting additions to their current. service. She <br />and Councilmember Bennett met with a member of the California Great <br />Waste Management in March 1993, as they were concerned with the City's <br />SRRB document and not being agile to meet the mandate regarding ferrous <br />metal and the implications of the amendment to A.B939. Ms. Cortez listed <br />the recommendations received from that meeting. These recommendations <br />were reported to the former City Manager. Although some recommendations <br />have been started, Mrs. Cortez said the need, still exists to fully <br />implement those recommendations such as reinitiating greenwaste and <br />initiating a recycling program in the school. She addressed the need to <br />reduce the amount of paper being disposed of and not recycled, the <br />largest producers of paper are the Calton ,School District, Stater Bras. <br />and a firm no longer in Colton. She mentioned that. City Hall could be <br />more diligent in its recycling of paper products. <br />Councilmember Beltran inquired about the reported overtime. Ms. Cortez <br />responded that, overtime is often required because of special events not <br />budgeted for, such as the Meadow bane Faire, or those events where Rex <br />the mascot is requested. Director Hutton added that the budget for <br />recycling is very close, within .1% of the adopted projected budget <br />established for this fiscal year by the Mate of California for the. <br />City. <br />Councilmember Bennett advised the Council that AB939 was strengthened <br />by AB2494. It increased the limitations of allowable material that we <br />can credit to our diversion rate. If the City does not meet the 25% <br />diversion rate within one and one half year, the City can be fined <br />$10, 000 per day. She cautioned. fellow Councilmembers about nit-picking <br />this subject, when the fine far outweighs the purchase request. <br />Councilmember Cisneros said she really appreciated all of the <br />information received today. She stated it is not nit. -picking when <br />Councilmembers want to know what a program is about, ghat a. program is <br />costing and what the particular department's needs are. She expressed <br />the desire to have all the departments in the City came before the <br />Council to inform then about the programs in their department. This <br />tape of presentation will be encouraged for the budget sessions. With <br />budget. constraints, Cita Council may not be able to continue all the <br />programs currently in existence. <br />Councilmember Cisneros did not agree that the people are being cheated <br />out of the recycling program, based on the dollar contribution, because <br />all along the General. Fund has subsidized this program. Administrative <br />Analyst Cortez remarked that an integral part of the program is that of <br />education, of behavior modification of the residents, not to dispose of <br />recyclables in the regular refuse but to recycle them.
