Staff recommended approval of second reading of the Floodplain Management/Storm Drain Ordinance for the NPDES. motion by Councilmember Cisneros, seconded by Councilmember Rios, to waive full reading and pass second reading of Ordinance No. 0- 17-93. Motion passed with Councilmember Beltran absent for the vote,, having briefly excused himself from the dais via Mayor Gonzales. ORDINANCE NO. 0-17-93 AN ORDINANCE OF THE CITY OF COLTON, (Second Reading) CALIFORNIA ADOPTING FLOODPLAIN MANAGEMENT/STORM DRAIN ORDINANCE FOR NPDES. Finance Director's Reports and Recommendations: Finance Director Acevedo reported that each year the City Council is required to set the actual tax for the community facilities districts and adopt a budget for the expenditure of available funds. He informed that the newly established CFD Commission had reviewed and discussed all of the proposed budgets. Mr. Don Sanders, 1445 Teresa Avenue, addressed the formation of the CFD Commission, the responsibility of Council and Commission, the service debt, and the question of double taxation. In closing he thanked Facilitator Richard Acevedo, CFD Chairman Sigaty, Vice - Chairman Lopez. CFD87-1 - The proposed budget will allow the district to meet its debt service requirement and to continue to provide existing service levels. There is no added cost to the Cityfs General Fund for any of its activities. Staff recommended passaae of first reading of Ordinance No. 0-18-93. Ordinance read by title.
