recognizing Mr. Robledo be placed on the building. <br />PUBLIC WORKS DIRECTOR'S REPORTS AND RECOMMENDATIONS: <br />Public Works Director Hutton reported that in order for the City of <br />Colton to maintain compliance with the conditional aspects for <br />National Pollution Discharge Eliminations System (NPDES) Permits, <br />it is necessary to adopt an ordinance regulating the discharges <br />into the stormwater sewer system. Staff recommended approval of <br />second reading of the Floodplain Management/Storm Drain Ordinance <br />for the NPDES. <br />motion by Councilmember Cisneros, seconded by Councilmember Rios, <br />to waive full reading and pass second reading of Ordinance No. 0- <br />17-93. Motion passed with Councilmember Beltran absent for the <br />vote,, having briefly excused himself from the dais via Mayor <br />Gonzales. <br />ORDINANCE NO. 0-17-93 AN ORDINANCE OF THE CITY OF COLTON, <br />(Second Reading) CALIFORNIA ADOPTING FLOODPLAIN <br />MANAGEMENT/STORM DRAIN ORDINANCE FOR <br />NPDES. <br />Finance Director's Reports and Recommendations: <br />Finance Director Acevedo reported that each year the City Council <br />is required to set the actual tax for the community facilities <br />districts and adopt a budget for the expenditure of available <br />funds. He informed that the newly established CFD Commission had <br />reviewed and discussed all of the proposed budgets. <br />Mr. Don Sanders, 1445 Teresa Avenue, addressed the formation of the <br />CFD Commission, the responsibility of Council and Commission, the <br />service debt, and the question of double taxation. In closing he <br />thanked Facilitator Richard Acevedo, CFD Chairman Sigaty, Vice - <br />Chairman Lopez. <br />CFD87-1 - The proposed budget will allow the district to meet its <br />debt service requirement and to continue to provide existing <br />service levels. There is no added cost to the Cityfs General Fund <br />for any of its activities. Staff recommended passaae of first <br />reading of Ordinance No. 0-18-93. Ordinance read by title. <br />Motion by Councilmember Beltran, seconded by Councilmember Cook, to <br />waive full reading and pass First Reading of Ordinance No. 0-18-93. <br />Motion carried.
