City Attorney Biggs informed that the litigation regarding the <br />ambulances is continuing and will go to court. The City of San <br />Bernardino is anticipating litigation on their recent action. She <br />concluded that all cities are moving in the same direction. <br />Expression ---of Appreciation <br />Lieutenant Pat Crowe gave special thanks to the City Council for <br />its sensitive handling of the Police Department during the public <br />scrutiny. He expressed appreciation for the City allowing him to <br />take a 3 -month sabbatical to attend recent training at the FBI <br />Academy in Quantico, Virginia, which included studies on <br />constitutional law, behavioral sciences and forensic education. <br />AGENDA REVIEW: <br />As previously requestedt Councilmember Beltran. submitted a <br />memorandum requesting explanation of warrants relating to the <br />telephone service to the City, including paging services and <br />cellular telephones. He called for a 50% per month reduction of <br />the cellular telephone bill which is termed exorbitant. He asked <br />for explanation of two warrants, each in excess of $1,000 to the <br />San Bernardino Fire Department. He asked the City Manager to <br />provide written explanation of these expenses. Councilmember <br />Beltran again asked for the breakdown of the bank card services. <br />City Manager Young said that a breakdown is being prepared but that <br />current audit and the recent resignation of the Finance Director <br />have slowed the process. City Manager Young promised the report by <br />the January 4. 1994 meeting. <br />Councilmember Sandoval asked that Item No. 6 be pulled for <br />discussion. <br />City Clerk Ramos reported correction to the Adjourned Joint Meeting <br />Minutes of December 13, 1992, Page 2. second paragraph, where "CITY <br />COUNCIL ORDINANCE NO. 0-25-93" should be corrected to "CITY COU14CIL <br />ORDINANCE NO. 0-26-93.11 Eity manager Young asked for correction to <br />the same set of minutes on Page 2. wherein it indicated that "the <br />Mello -Roos District Bonds will. be about $20-0 million... Al Minutes <br />should be corrected to read, "the Mello -Roos District Bonds will be <br />about $20 Million.. <br />Item No. 6 <br />Coon cilmember Sandoval expressed concern over the language found in <br />the ExReriince and Edug-a_tion portion of the Purchasing Manager "'s <br />job description. He pointed to the fact that this is a <br />professional position which should require a Bachelor degree. <br />Motion by Councilmember Sandoval, seconded by Councilmember <br />Beltran, to modify the Experience and Education portion of the <br />Purchasing Manager"s job description to delete the following, "Any <br />combination of experience and education that would likely provide <br />2 <br />
