Sandoval, seconded by Councilmember Bennett, to conduct an in-depth study of the <br />nepotism policy at a time to be scheduled in the near future, Unanimous vote. <br />Mayor Gonzales said this policy should not have been brought to the City Council, <br />without first having gone through the beet and Confer process with all the Employee <br />Associations. <br />Moved by Councilmember Beltran, seconded by Councilmember Cook, to approve <br />Resolution No. R-04-93. <br />Further discussion followed as to what option would be covered in the resolution. <br />Personnel Director .Johnson, said he provided Council with an "A" or "B" ,appeals <br />option. Councilmember Sandoval said he specifically asked for language covered by <br />the MOU`s. The final determining Body should be the City Council, the buck does not <br />stop across the hall. The Council is held accountable. <br />City Attorney Brown said he would like to clarify that the issue is not the inherent <br />right of employees, the issue is one of promotion, Additionally, there was a previews <br />motion for a Study Session on this item. The motion on the floor to approve <br />Resolution No. R-04-93 would be contrary to the first motion. <br />Councilmembers Beltran and Cook withdrew their motion to approve the resolution. <br />Mr. Andrew lbarra, 1286 Pennsylvania, stated nepotism belongs in a large City life <br />Los Angeles, not in Colton where there is no where else to go for employment. There <br />are b or 6 generations of families in this City. <br />No Smokina Pali <br />City Manager Lewis introduced Personnel Director ,Johnson who presented a brief <br />report outlining the proposed "No Smoking" policy, which was diligently discussed <br />with the various employee organizations. Staff recommended approval of this <br />resolution. <br />Motion by Councilmember Cisneros, seconded by Councilmember Rios, to accept and <br />adopt the "'No Smoking" Policy carried. Unanimous vote. <br />RESOLUTION NO. R-10-93 - A RESOLUTION OF THE CITY COUNCIL OF THE <br />CITY OF COLTON REGULATING SMOKING IN <br />FACILITIES OWNED AND/OR OPERATED BY THE <br />CITY OF COLTON. <br />Mr. Fred Cordova asked if this policy includes no smoking in City vehicles. <br />Mayor Gonzales responded yes. <br />
