It identified the graffiti eradication staff and it delineated <br />possible solutions. <br />In addition to the Ad floc Committee's suggestions, Mawr Gonzales suggested that <br />the City establish a group of volunteers to eradicate graffiti, He asked the Committee <br />to study the Los Angeles volunteer group. <br />Councilmember Bennett shared information obtained at a recent League of Cities <br />Conference, listing use of voluntters; use of video cameras in the City of Moreno <br />Valley. She reminded that the Vehicle C (, allows enforcement and punishment for <br />this crime. <br />Councilmember Beltran asked that strong measures be adopted, along the line of the <br />Chula Vista Ordinance, i.e,, fines and community service for the juvenile offender and <br />the parents. He urged fellow councilmembers to become personally involved by going <br />door to door in their districts. <br />Community Development [director Zamora summarized the Chula Vista ordinance, <br />saying it is being used as a model ordinance by the League of California Cities and it <br />could easily be adapted in Colton. City Attorney Brown advised that this is an oral <br />report requiring no action from the City Council at this time. <br />Councilmember Cook asked that the task farce be expanded to include business <br />people and private citizens. She asked for less talk and more action. Councilmember <br />Cisneros spoke about the daily telephone calls from citizens volunteering to help with <br />this problem. Councilmernber Sandoval suggested using the weekend jail workers to <br />help with graffiti eradication. <br />Messrs. Blossom and Norton declared that Spray cans are too accessible and are <br />easily stolen. When problem calls are made to the City, response time for service is <br />slaw. The key to graffiti is prosecution. <br />ale otisrn Polis <br />Personnel Director Johnsen submitted a brief report on the Nepotism Policy which <br />included options to be determined by the Mayor and City Council, Councilmember <br />Sandoval concluded that the report was incomplete and asked that this matter be <br />continued until the City Council conducted a thorough study to work out this policy. <br />City Manager Lewis responded that this report and attached resolution were produced <br />after lengthy discussion by the City Council and were submitted for further <br />determination by the City Council of the proffered options. <br />There was lively discussion by City Council and staff as to the definition of relative(s); <br />as to the appeal process` and as to final hearing officer.
