RESOLUTION NO. R_12-93 - A RESOLUTION OF THE CITY COUNCIL OF THE <br />CITY OF COLTON AMENDING RESOLUTION NO. R- <br />40-92. <br />File Inde Number DO -1-93 <br />Ir. Charles Paul, submitted copies of a letter dated December 21, 1992 from Jim <br />Sullivan to John Hutton regarding a proposal to develop a memorandum of <br />understanding between the city and Inland Empire Composting. He was upset at not <br />being able to compete, He believed this amendment should be part of the CEOA <br />process as it will have a substantial impact. He stated, in addition to Blue Ribbon, <br />that there is only one place left to meet the demands of AB939 for source reduction <br />and recycling. He mentioned that Councilmember Sandoval had led hire to believe <br />that this was a traffic issue, The moratorium will expire and there has been staff <br />analysis with no written report. Legal opinion called for conditional use permit, Mr. <br />Paul requested that City Council reconsider further action on this ordinance. <br />Mr. Fred Cordova informed of a meeting with Riverside County representatives who <br />met to complain about cornposting and mulching contemplated by the City of Colton, <br />He found out about a proposed tire burning plant which Riverside is placing near <br />Colton. <br />Motion by Councilmember Sandoval, seconded by Councilmember Rios, to wive Full <br />Reading and Pass Second Reading of Ordinance No. 0-02-93 approved. Unanimous <br />vote. <br />ORDINANCE NO. 0-02-93 - AN ORDINANCE OF THE CITY COUNCIL OF THE <br />(Second Reading) CITY OF COLTON AMENDING SECTIONS 18.06-060 <br />AND 13.04.133 OF THE COLTON MUNICIPAL CODE <br />REGARDING USES COMPOSTING USES IN <br />PARTICULAR ZONES <br />Councilmember Bennett mentioned that the comment made by her regarding <br />composting/recycling was not related to this ordinance but to A13939, <br />Councilmember Sandoval stated that if it had not been for Councilmember Cisneros <br />and his efforts in bringing an appeal before the Council, Inland Empire Composting <br />would have been in operation before December 1992, without scrutiny and <br />conditions. <br />Tracts <br />Councilmember Bennett asked if quitclaims on easements were proposed on tract <br />homes not yet built.
