R-52-93. <br />Moved by Councilrnernber Cisneros, seconded by Councilmernber Sandoval, to <br />approve the Consent Calendar, except for Item Nos. 3,4, 13 and 16. Unanimous <br />vote. <br />Item No. 3; <br />Questions were posed by Councilryiembers on why the lowest bidder was not selected <br />and if consideration was given to a City based enterprise. There was also discussion <br />as to the Department's needs regarding the Recycling Truck, such as standard cab <br />versus a cab -over model, International engine versus the Caterpillar engine, including <br />low -entry level cab, side entry, Public Works Director Hutton stated that <br />specifications were determined in greater part for reasons of safety. City Manager <br />Young advised that City Council has several options to select frorn: (1) Accept the <br />proposal` (2) Reject and return the proposal to staff or (3) .Award bid to Dietrich. He <br />warned about placing the bid process in jeopardy. <br />City Attorney Brown advised that the award Must be given to the lowest bidder <br />unless there is a non-responsive low bid. Staff can be asked to re-examine Dietrich <br />International's bid and determine if the bid meets the specifications, then the bid must <br />be awarded to Dietrich. <br />3 <br />
