Item No. 3; Questions were posed by Councilryiembers on why the lowest bidder was not selected and if consideration was given to a City based enterprise. There was also discussion as to the Department's needs regarding the Recycling Truck, such as standard cab versus a cab -over model, International engine versus the Caterpillar engine, including low -entry level cab, side entry, Public Works Director Hutton stated that specifications were determined in greater part for reasons of safety. City Manager Young advised that City Council has several options to select frorn: (1) Accept the proposal` (2) Reject and return the proposal to staff or (3) .Award bid to Dietrich. He warned about placing the bid process in jeopardy. City Attorney Brown advised that the award Must be given to the lowest bidder unless there is a non-responsive low bid. Staff can be asked to re-examine Dietrich International's bid and determine if the bid meets the specifications, then the bid must be awarded to Dietrich. 3
