Mayor Gonzales moved to have staff approach Dietrich with specifications and if they <br />cannot meet them allow staff to go to the next lowest bidder. This motion failed for <br />lack of a second. <br />Councilmember Beltran moved to have Council reject all bids and delay the matter to <br />budget sessions. This motion failed for lack of a second. <br />Councilmember Bennett moved to have staff rewrite specifications, go to Dietrich to <br />see if they can meet them and to visit Riverside where they are using similar vehicles <br />as provided by Dietrich. Councilmember Sandoval seconded the motion. <br />General Service Manager Peterson stated that Dietrich International had announced <br />at the bid opening that they could not meet the City's specifications. <br />City Attorney Brown said that the test is to determine if there is legal exposure. It <br />appears that there is no legal exposure. City staff may re-examine the requisites <br />without incurring liability to the vendor. <br />Motion by Councilmernber Bennett, seconded by Councilmember Sandoval, to re- <br />examine the bids, have the Department review their needs and visit Riverside City to <br />loop at their recycling vehicle, After roil call vote, motion carried with Councilmember <br />Beltran voting "No." <br />Iters No. 4: <br />Councilmember Beltran, seconded by Councilmember Sandoval moved to have the <br />acceptance of city audit reports continued to next Council meeting on July 20, 1993, <br />the audit report was received this date from McGladrey and Pullen. Unanimous vote. <br />Item No. 13, <br />Councilmember Cisneros requested that a constituent's previous request for a stop <br />sign at Kimberly and Teresa Streets be re -considered as there will soon be greater <br />public attraction to the Davis Dark because of improvements going in. Director Hutton <br />said he had spoken with Mr, Gave Toro letting hire know that certain requirements <br />known as "warrants" deed to be established before a decision can be made on the <br />installation of the traffic sign. Previous counts were insufficient to warrant the stop <br />sign and Director Dutton suggested that a new volume count be taken after the park <br />amenities are in and traffic increases. director Hutton explained that if crosswalks or <br />stop signs were installed without justification warrants and an accident occurred, the <br />City would be totally liable for changing a condition without proper justification that <br />resulted in an injury or accident. <br />Moved by Councilmember Cisneros, seconded by Councilmernber Beltran, to direct <br />G] <br />
