Councilmember Bennett requested that this matter be declared an urgency matter in
order to timely meet the mandates of AB939. Councilmember Beltran said he would
accept urgency measure and include it as part of his motion, regarding Item 11. City
Manager Young explained that subject report had been prematurely released to the
neves media. As the report contained personnel matters, City Manager Young
requested that further discussion be conducted in closed session.
Councilmember Beltran requested that the City Manager be instructed to have a
representative from McCladery and Pullen present at the adjourned meeting set for
June 17, 1993, to discuss this report, along with the letter authored by Finance
Director Acevedo. City Manager '"young agreed to this request.
Discussion continued on Item 11. Members of the City Council asked questions about
the $1.00 tipping fee, the number of households served, and monies budgeted for
vehicles. Acting Public Works Director Hutton replied that a confirmation was sought
on the City Council's prior approval to expand the recycling program and its
authorization to acquire program supplies and equipment. It was noted that the prior
action had taken place -to approve the SRRE Program, which is consistent with the
Mate's mandate pursuant to AB939. He identified the need for two additional
employees, bins and containers. He suggested the lease/purchase of two trucks. He
reported that two years ago these vehicles had been approved but never purchased.
He could only identify that $36,000 was budgeted and the amount presently exists
in the capital improvement fund.
Mr. button declared that the recycling program need's to be expanded city-wide.
Currently 60% residential is being served, the program would extend to the remaining
residential and additional commercial. He described that, at present, recycling material
was being picked up in trash/dump trucks, Mayor Gonzales warned of a major
movement afoot by trash haulers to take over our recycling enterprise.
Councilmember Beltran reiterated his motion as amended by Councilmember Bennett
to continue Item 11 to the Adjourned Meeting of June 17, 1993 and to table Item 13,
to Budget Sessions, Unanimous Grote.
CONSENT CALENDAR:
( 1 ) Minutes
Approval of Regular Meeting held June 1, 1993, as on file in the Office
of the City Clerk.
(2) Warrants
Nos. 187528 through 187679; Nos. 187680 through 187696; loos.
130529 through 130976, inclusive June 8, 1993.
2
