It is expected that, if the job proceeds on time, the project will be completed by mid- <br />August. <br />Motion made by Councilmember Cisneros, seconded by Councilmember Bennett, to <br />award the bid to Mathis Construction, Inc., as recommended. Unanimous vote. <br />Councilmember Beltran inquired if a member of the Civil Service Commission can <br />submit a bid. City Attorney Brown indicated he would have to research the question. <br />Mr. David Toro, 1467 Teresa Ave., thanked the City Council - with special recognition <br />to Councilmember Cisneros - for bringing the Davis Park project, which started August <br />1991, to fruition. <br />Mr. Toro said there was a traffic problem at Kimberly and Teresa. Cars are traveling <br />50 miles an hour. For protection of the children in the neighborhood, Mr. Toro asked <br />for a ,stop sign at that corner. As the matter was not agendized, Mayor Gonzales <br />indicated that he would refer the matter to staff for investigation and report. <br />Director button stated that the Traffic Committee had considered this item but did not <br />believe the stop sign was warranted at this time. The matter could be re -submitted <br />when the new portion of the parr is opened to the public. <br />CITY CLERK'S REPORTS AND RECOMMENDATIONS: <br />To continue the City's contract for adr-ninistration of liability claims, City Clerk Ramos <br />recommended that the proposed contract for fiscal year 1998-94 with WARD-THK be <br />approved. There are no substantial changes nor increase in fees. The contract price <br />is $84,800. Mrs, Ramos reported that WARD-THK continues to provide a high level <br />of service to the City. <br />Motion made by Councilmember Cisneros, seconded by Councilmember Bennett, to <br />approve the contract with ARD.-THK for 1993-94. Unanimous vote. <br />COMMUNITY DEVELOPMENT DIRECTOR'S REPORTS AND RECOMMENDATIONS: <br />Community Development Director Zamora indicated that this was the second reading <br />of Ordinance No. 0-18-98. If approved by Council, this amendment will require a <br />Conditional Use Permit for the sale of beer and wine city-wide. He reminded the <br />Council that the Design Review Committee and the Planning Commission reviewed the <br />proposed changes and had recommended that a Notice of Exemption be prepared. <br />Staff recommended adoption of this ordinance. <br />Mr. Richard Dawson, Executive 'dice President of the Colton Chamber of Commerce, <br />said he reviewed the proposed amendment and found that it did more things than was <br />9 <br />
