City Clerk Ramos submitted the Affidavit of Publication and reported that no protests <br />or objections were received. <br />Community Development Director Zamora submitted the City's Circulation Element <br />update, mandated by the Mete, as prepared by the consulting firm of Mohle, Grover <br />and Associates. The Environmental Impact Report was transmitted by the consultant <br />to the affected agencies, including the Mate Clearinghouse which has given its <br />approval. The City's Design Review and Traffic Committee and the Planning <br />Commission have reviewed all pertinent materials, The Planning Commission, through <br />their Resolution No. R-3-93, recommended the adoption of the General Plan <br />amendment to update the Circulation Element and the accompanying Environmental <br />Impact Report and the adoption of the 50% category of traffic impact fees outlined <br />in the proposed "Long Range Developer Impact Fee Program." <br />With no response to the call for public comment, motion made by Councilmember <br />Cisneros, seconded by COUncilmember Rios, to close the public hearing. He reported that in April of this year, 22 bid <br />packages were mailed and 5 bids were received and opened on May B, 1593. On <br />May 18, 1993, a meeting was held at the architect's office and the low -bidder <br />discovered he had not ir)cluded the appropriate cost for the tennis court top dressing <br />which would cause him to suffer a considerable loss on the project. On May 21, <br />1993 he withdrew his bid by certified letter, Aware of time delay, staff recommended <br />that City Council select the option to award the bid to the next lowest, responsive <br />bidder who is Mathis Construction, Inc,, in the amount of $265,535.00. <br />E,V <br />u <br />
