( 18) Contract <br />Approval of Award of Contract to Duni Financial Services, Inc. (MFS) to <br />Provide 1915 Act Assessment District, Community Facilities District and <br />Landscape and Lighting District Administration Services for a One Year <br />Fired Fee of $32,010.00. <br />Motion by Councilmember Cisneros, seconded by Councilmember Rios, to approve <br />and accept the Consent Calendar with changes indicated carried. Unanimous Vote. <br />ITEM DISCUSSION: <br />Item 10: Fleming Park <br />Councilmember Sandoval questioned the City's plans for use of this park on July 4 <br />and wondered if it was prudent to allow a private interest to use the park on this <br />national day of celebration. Parks, Recreation and Human Services Direction Herron <br />replied that traditionally this organization has asked to use the park for a religious <br />event/picnic. They use the band shell and one side of the park and arrays invite the <br />public. Mr. Herron informed that there were no City plans for July 4th4 rather, the <br />City focuses on the City's Birthday celebration, later in July. <br />Motion by Councilmember Beltran, seconded by Councilmember Sandoval, to approve <br />the application for use of Fleming Park on July 4 carried. Unanimous wrote. <br />Item 18: Contr ct <br />Councilmember Bennett asked about the contract length and fee. Finance Director <br />Acevedo explained that while the contract is for thirty years, the fee is for one year <br />and it is renewable each year and the item goes before the City Council. <br />Councilmember Sandoval asked for description of the contract. Finance Director <br />Acevedo .stated the City has assessment districts, five community facilities districts <br />and landscape and lighting districts which have a common bond requiring a per parcel <br />charge, approved by the owners for contract or service. The firm does engineering <br />administration and one of its functions is to confer with the county and apply for the <br />per parcel costs. Councilmember Sandoval asked if this job could be accomplished <br />by using City staff. Finance Director Acevedo stated that this job was very <br />specialized and that it was in the City's best interest to go with the consultant. <br />Councilmember Bennett asked if there were any savings and Mr. Acevedo replied that <br />approximately $15,000 would be realized by consolidating and requiring the services <br />of one consultant. <br />'lotion by Councilmember Bennett, seconded by Councilmember Cook, to approve <br />staff recommendation on Item 18 carried.
