Community Development Director Zamora emphasized that Page 10 of the proposed <br />ordinance covered most of the issues raised; Parental Civil Liability; General Civil <br />Liability; Criminal Penalties; Community Service Requirement; Graffiti Removal and <br />Driving Privilege Suspension, Councilmember Cook informed she and David Zamora <br />have been attending every ,meeting of the East Valley Task Force, comprised of <br />Banning, Beaumont, Victorville and ether cities, from which many ideas have been <br />gleaned and we are applying. <br />Motion by Councilmember Sandoval to Delete Subsection (C) from Section 9.27.040 <br />failed for lack of second. <br />Motion by Councilmember Beltran, seconded by Councilmember Cisneros, to 'waive <br />full reading and pass first reading of Ordinance leo. 0-10-93 carried, Unanimous vote. <br />ORDINANCE NO. 0-10-93 - AN ORDINANCE ADDING CHAPTERS 9.26 AND <br />(First Reading) 9.27 TO THE COLTON MUNICIPAL CODE TO <br />ADOPT NEW MEASURES TO ABATE AND PREVENT <br />THE PROLIFERATION OF GRAFFITI. <br />General Plan Amendment <br />Mayor Gonzales announced that this was the time and place fixed for public hearing <br />to consider a General Plan Amendment and Zone Change for two parcels located at <br />the northeastern corner of Pepper and San Bernardino Avenues (File Index plumber <br />DZC-3-93. ) <br />Mayor Gonzales declared the public hearing open. <br />City Clerk Ramos submitted the Affidavit of Publication and reported that no protests <br />or objections were received. <br />Community Development Director Zamora reported on the request for a general plan <br />amendment and zone change for two contiguous lots, approximately 16 acres in size, <br />from R-1/PC (Single Family Residential/Planned Community) to CM2 (General <br />Commercial.) The subject property is located on a corner of two main highways that <br />is witness to heavy traffic and adjacent to a area zoned R-1. The proposed Zone <br />Change to C-2 (General Commercial) would allow an array of commercial uses. <br />Applicant John J. Reichel`s intentions are to develop the subject property with a retail <br />shopping center. To mitigate any and all negative impacts, the use of a decorative <br />block galla augmented with heavy landscaping will be required along the north and <br />east boundaries of the subject property. The Planning Commission has approved the <br />Zone Change. Staff is of the opinion that the Zone Change will be consistent with the <br />C-2 Zone standards established by the Zoning Ordinance. <br />7 <br />
