Councilmember Bennett submitted copies of Welfare and Institutions Coda Section <br />B and 257 along with a list of Penal Code sections for juvenile citations. She asked <br />that these sections be incorporated in the Graffiti Ordinance. Reasoning that the <br />Juvenile Traffic Court is less congested than Municipal Court, Councilrnernber Bennett <br />urged the Police Department to enforce these sections of the law more vigorously and <br />impose citations to minors ender the Penal Code Sections identified for hearing before <br />the .Juvenile Traffic Officer. City Attorney Brown advised that the sections provided <br />by Councilrnember Bennett are found in Mate law and need not be incorporated in the <br />proposed ordinance. <br />Councilrnember Sandoval Tr ade a motion and then recalled he had previously moved <br />to delete Item {C} from Section 9.27.040. Councilmernber Beltran reminded hint that <br />the motion failed for lacy of second. Councilrnember Beltran warned that it was <br />imperative to pass the ordinance tonight so that it can be in place in 30 days. He <br />suggested that if Council Sandoval wished to amend that he could do so after 30 <br />days. Councilrnernber Sandoval withdrew the above motion. <br />Previous motion by Councilmernbers Cisneros/Cook for passage of Ordinance No. 0- <br />10-93 carried. !..Unanimous vote. <br />RDINANCE NO.. 0- 10-93 _ AN ORDINANCE ADDING CHAPTERS 8.26 ARID <br />(Second Reading) 9.27 TO TIME COLTON MUNICIPAL CODE TO <br />ADOPT NEW MEASURES TO ABATE AND PREVENT <br />THE PROLIFERATION OF GRAFFITI. <br />Mr. David Peterman, 1024 Long beach, said he drives a city bus in Los Angeles. He <br />listens and finds the bids complain about having nothing to do. He said the bids are <br />scoffing at the efforts to curb graffiti. In addition to fines for the parents and <br />community work for the kids Mr. Peterman believed the kids need to do demanding <br />work such as helping to clean the walls they destroy. There is a need to have <br />counselors or psychologists for follow-up with the youthful offenders. Councilmernber <br />Bennett told Mr. Peterman that she belongs to the Colton Community Team which is <br />addressing the need for teen activities. Presently, there are monthly dances, on <br />Fridays from 7:00 P. M. to midnight. Adult volunteers are needed before dances are <br />scheduled on a weekly basis. She found that tagrgers, often, are children who want <br />to be active in the community. They want recognition. fir. Peterman said he belongs <br />to an organization which offers counseling for these offenders. He said that members <br />of this group visit the elementary schools and talk with young students. <br />City Attorney Brown summarized the penalties portion of the Ordinance. He reported <br />there has been successful communication with Municipal Court ,Judges on leveling <br />stiff penalties for these activities. <br />Mayor Gonzales pointed to the fact that adults 23, 24 and 25 years of age are also <br />5 <br />
