He will prepare the necessary documents <br />CFD ointrn nt <br />Upon recommendation of Councilmember Cisneros, motion by Councilmember Rios, <br />seconded by Councilmember Sandoval, to approve appointment of Mr. ,dim Pedicord <br />to the Communities Facilities District Commission, effective until 12194, carried. <br />Unanimous vote. <br />STAFF REPORTS <br />MMUNITY DEVELOPMENT DIRECT R'S REPORTS AND RECOMMENDATIQ±1 : <br />Slue Ribbon <br />Community Development Director Zamora presented a summation of the City's <br />business problems with Blue Ribbon Landscape Supplies. Mr. Zamora informed he <br />had not been present at the last meeting and was not mare of the City Council's <br />concerns regarding abatement investigation. Councilmember Sandoval stated there <br />have been private citizen complaints regarding operational problems involving Blue <br />Ribbon Landscape Supplies and that the City Manager has been asked to proceed with <br />nuisance abatement, <br />Motion by Councilmember Sandoval to direct the City Manager to declare Blue Ribbon <br />a nuisance and to commence nuisance abatement proceedings immediately carried. <br />Unanimous vote. <br />After brief discussion as to Blue Ribbon's non-compliance, City Attorney Brown said <br />that the City has previously attempted to use the citation process and he advised that <br />it may be possible -to cite the violations as misdemeanor or infraction in addition to <br />violation of the Municipal Code. <br />Graffiti <br />Community Development Director Zamora indicated that graffiti has increased in this <br />City. The City Council has identified this problem as detrimental to the public health, <br />safety and general welfare of the City by creating blight, devaluing property and <br />detracting from the sense of community enjoyed by the residents. On May 4, 1993, <br />City Council approved passage of first reading, Staff recommended passage of the <br />second reading and adaption of Ordinance lumber 0-10-93. <br />Motion was made by Councilmember Cisneros, seconded by Councilmember Cook, <br />to waive full reading and pass second reading of Ordinance No. 0-10-93. <br />
