Mr. Zamora informed he had not been present at the last meeting and was not mare of the City Council's concerns regarding abatement investigation. Councilmember Sandoval stated there have been private citizen complaints regarding operational problems involving Blue Ribbon Landscape Supplies and that the City Manager has been asked to proceed with nuisance abatement, Motion by Councilmember Sandoval to direct the City Manager to declare Blue Ribbon a nuisance and to commence nuisance abatement proceedings immediately carried. Unanimous vote. After brief discussion as to Blue Ribbon's non-compliance, City Attorney Brown said that the City has previously attempted to use the citation process and he advised that it may be possible -to cite the violations as misdemeanor or infraction in addition to violation of the Municipal Code. Graffiti Community Development Director Zamora indicated that graffiti has increased in this City. The City Council has identified this problem as detrimental to the public health, safety and general welfare of the City by creating blight, devaluing property and detracting from the sense of community enjoyed by the residents. On May 4, 1993, City Council approved passage of first reading, Staff recommended passage of the second reading and adaption of Ordinance lumber 0-10-93. Motion was made by Councilmember Cisneros, seconded by Councilmember Cook, to waive full reading and pass second reading of Ordinance No. 0-10-93.
