Count i 1m m r Beltran moved that action on t i s <br />matter be taken today. <br />City Attorney Biggs suggested that the recommendation from <br />Council ember Beltran be brought back at the next meeting since <br />it is not on tonightfs agenda. 8 <br />Discussion followed. Councilmember Sandoval stated that RDA <br />could pay for a portion of the position to the extent it i <br />affected. Mayor Gonzales did not feel that RDA should .day for <br />the position. Councilmember Beltran stated it is a known.fact <br />there are some employees doing city work but are paid. through SDA <br />funds. City Manager Young asked to bring this matter back at the <br />December 7, 1993 meeting in order to look at `un i n sources. <br />Upon City Council consensus the matter of the Affirmative Action <br />Officer was agendized for the December 7. 1993, City Council <br />Meeting. <br />Drug Free Workplace <br />Personnel Director Johnson reported in October 1993, staff was <br />requested by Councilmember Beltran to report or a. Drug Free Work <br />Place Policy. Director Johnson reported on the following three <br />areas <br />la Drug Free Workplace Policy - The Federal Drug Free Workplace <br />Act of 1988 requires all federal contractors to adopt a drug <br />awareness program. Federal contractors with contracts in <br />excess o $25,.000 must certify that they have a. drug free <br />workplace. In addition, they must have a: policy notifying <br />employees that manufacture, distribution, dispersion, <br />possession or use of controlled, substances on City premises <br />or during work hours is prohibited and that discipline will, <br />e taken against employees who violate the policy. <br />A memorandum from then City Manager Ed etelo, aub)ect.* "Policy <br />on Drug Free Workplace" was sent to all city employees in March, <br />1991. Each succeeding City Manager has signed a similar polis <br />memo and a copy has been provide, to each new employee hired by <br />the City since this law took effect. Copies of the memorandum <br />are also provided to auditors and other federal grant monitors on <br />request. <br />Director Johnson stated Councilmember Beltran had provided him <br />ith a copy of a "Resolution of the Commission of the San <br />Bernardino International Airport Authority Establishing a Drug - <br />Free Workplace Policy" and requested that he review it and <br />compareit to the City,' a "Polis on Dreg Free Workplace". <br />Ceuncilmem er Beltran wished to have the City adept the balance <br />of the airport Authority's Polies including a ban on liquor in <br />5 <br />
