( 13 ) Redevelopment Agency <br />Approval of Resolution Designating the Boundaries of the <br />Redevelopment Survey Area Pursuant to Section 33310 of <br />the California Health and Safety Code, RESOLUTION NO. R- <br />93-93. <br />(14) REMOVED FOR. DISCUSSION. <br />Motion by Councilmember Sandoval, seconded by Councilmember Cook, <br />to approve the Consent Calendar, with the exception of Items 9, 10.. <br />and 1.4. Motion carried. Unanimous vote. <br />DISCUSSION: <br />Item 9 <br />Councilmember Rios stated he would like to see the Police Officers' <br />Association have an opportunity to meet with staff to iron out .its <br />concerns with regard to the Community Liaison Officer position. <br />Mayor Gonzales stated in his opinion the Police Association did <br />have an opportunity to have input at a previous meeting when this <br />position was being discussed at budget time. It was as a result of <br />this input that the position was changed from the proposed Sergeant <br />to that of Corporal... <br />City Attorney Biggs reported the Council is in receipt of a letter <br />from Attorney Hadden of Silver, Shaeffer & Hadden, Police Officers' <br />Association representative, expressing concern over the position <br />and requesting an opportunity to meet on this matter. The position <br />was discussed at the Budget Sessions and the job description really <br />does not involve Police Association issues. The matter before the <br />Council tonight is the )cab description and salary range, this <br />action is up to the City Council, it is not felt to be a matter of <br />law. <br />Councilmember Rios said his concerns are that the supervision for <br />this lob should come from the Chief of Police and the salary is now <br />proposed at the level of Police Corporal and Detective. He asked <br />why the detective class is now being added. <br />City Manager Young stated the salary for Detective is at the same <br />level as the Corporal and he wanted to provide that information to <br />the Council. He recalled that at the budget hearings Councll <br />approved the position under the general supervision of the Cita <br />Manager. <br />Motion by Councilmember Rios, seconded by Councilmember Beltran, to <br />continue this matter to the September 21, 1993 Council. Meeting to <br />allow the Police Association to meet with staff to remedy its <br />concerns. <br />3 <br />
