STAFF REPORTS <br />PUBLIC WORKS DIRECTOR'S REPORT AND RECOMMENDATIONS <br />City Manager Young reported on behalf of Director Hutton who is <br />suffering with an .injured knee. City Manager Young declared that <br />this is an annual designation to have San. Bernardino County as the <br />Local Enforcement Agency (LEA) for solid waste issues, as mandated <br />by the State of California. The California Integrated. Waste <br />Management Board (C'I MB) requires the City and the Board of <br />Supervisors to submit a "Designation Information Package" to them <br />on behalf of the designated LEA. In addition, the Citic must submit <br />a resolution requesting the Department of Environmental Health <br />Services (DENS) to perform LEA. duties. If the redesignation does <br />not take place, the State of California assures the responsibility <br />which could represent an additional cost on tipping fees to <br />contract within State. <br />Motion by Councilmember Beltran, seconded. by Councilmember <br />Cisneros, to accept Staff's recommendation; approve and. adopt <br />Resolution R--102-93 for the redesignation of San Bernardino County <br />as Local Enforcement Agency. R-95-93 - A RESOLUTION OF THE CITY COUNCIL OF THE <br />CITY OF COLTON ESTABLISHING THE COLTON <br />YOUTH BOARD <br />CITY =TREASURER'S REPORTS AND RECOMMENDATIONS <br />CFD 90_1 <br />City Treasurer Williams explained that due to non-payment of <br />special taxes in CFD 30-1, he was required to direct the Trustee <br />for the bond issue to use monies in the reserve fund to pay debt <br />service. He informed that he had hired the Law Firm of Best, Best <br />and Krieger to initiate foreclosure proceedings. <br />Because Lebanon -McKnight and Plaza Las Glorlas Partners failed to <br />pay special taxes as scheduled there were insufficient funds to <br />5 <br />
