There was a resolution that was adopted. I <br />believe it was the first meeting in January or <br />December. The resolution that you adopted... <br />CM BELTRAN That wasnit on key positions, was it? <br />CITY ATTORNEY No. No. no. What you adopted was a resolution <br />stating as follows. Section 2.16.100 of the <br />Colton Municipal Code makes the powers of City <br />Manager as set forth in 2.16.070(b) of the Colton <br />Municipal Code subject to subsequent resolutions <br />and ordinances of the City Council enacted tof <br />pursuant to the City's merit systems. These <br />Personnel Systems Rules and Regulations have been <br />enacted pursuant to the City's Merit System, <br />pursuant to Section 2.48.060 of the Coltom <br />Municipal Code: "Accordingly, not withstanding <br />any other provisions of these personnel system <br />rules and regulations or of Chapter 2.16 of the <br />Colton Municipal Code, the appointment of any <br />department head or any person to a key position as <br />identified by a resolution of the City Council. <br />which has not occurred by the way shall <br />in each instance be subject to the ratification of <br />the City Council. All other employment decisions <br />made by the City Manager, acting in his capacity <br />as the ex -officio personnel officer, shall be <br />deemed ratified upon execution of the personnel <br />action report by the City Manager, subject only to <br />the provisions of Chapter 2.48 of the Colton <br />Municipal Code and these Personnel System Rules <br />and Regulations." <br />This is a modification to the Personnel Rules, <br />that was adopted, as I said, I believe, it was <br />either in December or early January to define the <br />limitations on the Councilfs ratification role. <br />
