What you adopted was a resolution stating as follows. Section 2.16.100 of the Colton Municipal Code makes the powers of City Manager as set forth in 2.16.070(b) of the Colton Municipal Code subject to subsequent resolutions and ordinances of the City Council enacted tof pursuant to the City's merit systems. These Personnel Systems Rules and Regulations have been enacted pursuant to the City's Merit System, pursuant to Section 2.48.060 of the Coltom Municipal Code: "Accordingly, not withstanding any other provisions of these personnel system rules and regulations or of Chapter 2.16 of the Colton Municipal Code, the appointment of any department head or any person to a key position as identified by a resolution of the City Council. which has not occurred by the way shall in each instance be subject to the ratification of the City Council. All other employment decisions made by the City Manager, acting in his capacity as the ex -officio personnel officer, shall be deemed ratified upon execution of the personnel action report by the City Manager, subject only to the provisions of Chapter 2.48 of the Colton Municipal Code and these Personnel System Rules and Regulations." This is a modification to the Personnel Rules, that was adopted, as I said, I believe, it was either in December or early January to define the limitations on the Councilfs ratification role.
