If we ratify this appointment., wetre also ratifying the appointment of two people into positions that were created, I feel, unethically, because part of the agreement of this person getting this position was that he agreed to the other positions. MAYOR Mrs. Biggs'. CITY ATTORNEY That0s certainly a position that you can take; however, the only action before you is the ratification of the Acting Police Chief. By your own amendment to the Personnel Rules, you have relinquished any authority over the other appointments that are included in this. CM SANDOVAL Call the question. Ifm ready to vote. CM, BENNETT But I have another comment Itd like to make. CM SANDOVAL Sure. CM BENNETT This position carries with it a cloud. A very dark cloud and thatts why I thought we should straighten out any questions that concerns this entire department before we appoint anyone else. I don't want Steve Cabral going in there with this over his head. I think he would do one heck of a good job but under this type of a situation there would probably be people in there working against him and I donft want to see him go in there under this condition. I think part of this problem belongs to the City Council who has not set policy --a divided Council who has not always acted in the best interest of the City. I feel very strongly about that.
