Based on <br />the comments made by our City Manager in the <br />newspaper and based on what Julie Biggs has stated <br />here. If we ratify this appointment., wetre also <br />ratifying the appointment of two people into <br />positions that were created, I feel, unethically, <br />because part of the agreement of this person <br />getting this position was that he agreed to the <br />other positions. <br />MAYOR <br />Mrs. Biggs'. <br />CITY ATTORNEY <br />That0s certainly a position that you can take; <br />however, the only action before you is the <br />ratification of the Acting Police Chief. By your <br />own amendment to the Personnel Rules, you have <br />relinquished any authority over the other <br />appointments that are included in this. <br />CM SANDOVAL <br />Call the question. Ifm ready to vote. <br />CM, BENNETT <br />But I have another comment Itd like to make. <br />CM SANDOVAL <br />Sure. <br />CM BENNETT <br />This position carries with it a cloud. A very <br />dark cloud and thatts why I thought we should <br />straighten out any questions that concerns this <br />entire department before we appoint anyone else. <br />I don't want Steve Cabral going in there with this <br />over his head. I think he would do one heck of a <br />good job but under this type of a situation there <br />would probably be people in there working against <br />him and I donft want to see him go in there under <br />this condition. <br />MAYOR <br />Lieutenant Cabral, would you mind accepting this <br />position under this condition that she's mention. <br />LT. CABRAL <br />Yes, I would. <br />MAYOR <br />Thank you.. Uh. anybody else want to... <br />CM COOK <br />Mr. Mayor, Ifd like to make a statement. I think <br />part of this problem belongs to the City Council <br />who has not set policy --a divided Council who has <br />not always acted in the best interest of the City. <br />I feel very strongly about that.
