CITY COUNCIL OF THE CITY OF COLTON AND <br />RECREATION AND PARKS COMMISSION <br />ADJOURNEDJOINT MEETING MINUTES <br />AUGUST 20, 1998 <br />In accordance with notice duly and legally given, an Adjourned Joint Regular Meeting of <br />the City Council of the City of Colton and the Recreation and Parks Commission was <br />held on the above given date at 4:55 p.m., in the Council Chambers of City Hall, Mayor <br />Gaytan and Chairperson Lucero presiding. <br />CITY COUNCIL ROLL CALL: <br />Councilmembers present were Grimsby, Bennett, Cook, Chastain, Hutton, Sanders, and <br />Mayor Gaytan. Also present were City Manager Garcia and City Clerk Barrera. <br />PARKS AND RECREATION COMMISSION ROLL CALL: <br />Commissioners Rodriguez, Baden, Correra, Mitchell, and Chairperson Lucero. Absent <br />was Commissioner Colunga. <br />f MAYOR AND COUNCIL ITEMS: <br />Consider Facilities User Fees <br />Mayor Gaytan made opening comments as to the purpose of the agenda item to be <br />discussed and recognized the Recreation and Parks Commission Chairperson Lucero. <br />Chairperson Lucero presented for Council consideration the recommendation of the <br />Recreation and. Parks Commission that addressed the issue of Facility User Fees. The <br />recommendation had three points: (l) Complete an audit of the fees that are now in place <br />which would include the true cost of maintenance of all facilities; (2) Apply 80% of the <br />fees directly back to the facility being used and the monies would be placed in a revenue <br />account; and (3) the completion of the form Community Center Division Fee Waiver <br />Guidelines that would be used to determine what percentage of the fees would be <br />charged. This determination would be based on the; information provided on the form. <br />Part of the process required the groups representative would come before the Recreation <br />and Parks Commission with their request and a waiver or reduced charge may also be <br />applicable if the center is already open on the date of request. In conclusion the <br />Commission requested that effective immediately a minimum of 15% of the fees that are <br />in place be charged to all groups. This percentage would be a starting point until the <br />audit of fees are completed and this would also implement a graduated plan that would <br />lead to payment of full fees. <br />
