------- --- I----- ____ - _L � __ __ 1. <br />Discussion and comments by both Councilmembers and Commissioners as to how this <br />recommendation would affect the organizations that would be using the facilities. <br />PUBLIC COMMENT: <br />Jimmy Rodriguez, Carl Rimbaugh Softball Team, President, requested to be a part of the <br />process to determine the fee charge and asked for a breakdown as to the $70,000 cost for <br />maintenance of the park facilities. <br />Discussion continued with Councilmember Bennett's requesting that the following <br />recommendation be referred to staff. (1) City form a 501-C-3, non-profit account; (2) <br />City holds off on fees this year; (3) Over the next year the Leagues conduct fundraisers to <br />help pay the fees; and (4) the funds collected go into the 501-C-3 account to be held for <br />the purpose of paying the 1999 fees for the leagues that participated in fundraisers. <br />Mayor Gaytan made a motion to approve Councilmember Bennett's recommendation and <br />a waiver of fees for one year. With further dialogue Mayor Gaytan withdrew his motion. <br />Discussion continued which included alternatives and options that may be available to <br />offset fees including the recommendation made by Councilmember Bennett with <br />comments from City Treasurer Williams regarding the 501-C-3 which is already in place <br />for a specific city project area. <br />5:52 p.m. Councilmember Cook left their place at the dais in order to host a previously <br />scheduled District 4 Community Meeting. <br />Motion/second by Mayor Gaytan and Councilmember Bennett to approve the following <br />which include the appropriate amendments; <br />(1) Staff comprised of the Department Heads, City Manager, City Treasurer and the <br />Parks and Recreation Commission work on the establishment of a 501-C-3, a non- <br />profit account, and report back to Council. <br />(2) Staff is to audit the true cost of facility use as it relates to the present fee structure <br />and report back to Council. <br />(3) That all Leagues and organizations that provide services to our youth that meet <br />the criteria of traditional recreation partners are hereby served due notice that <br />they have a 45 day window of opportunity to apply for a six month fee waiver: <br />i.e. Leagues that provide service to youth; <br />Ages 18 yrs and under; <br />Organized Leagues; <br />Recognized by a National Association; <br />Cheerleader and Drill Team Groups; <br />Located within the City of Colton; <br />
