CITY COUNCIL AND <br />REDEVELOPMENT AGENCY <br />ADJOURNED JOINT MEETING MINUTES <br />August 13, 1998 <br />In accordance with 'notice duly and legally given, a Special Joint Meeting of the City <br />Council of the City of Colton and the Redevelopment Agency for the City of Colton was <br />held on the above given date at 5:20 p.m., in the Council Chambers of City Hall, 650 <br />North La Cadena Drive, Mayor Gaytan and Chairperson Sanders presiding. <br />FLAG SALUTE: <br />Police Chief Crowe led the group in the Pledge of Allegiance to the Flag. <br />CITY COUNCIL ROLL CALL: <br />Councilmembers present were Grimsby, Bennett, Chastain, Hutton, Sanders and Mayor <br />Gaytan. Also present were City Manager Garcia and City Clerk Barrera. Absent was <br />Councilmember Cook. <br />RDA ROLL CALL: <br />Members present were Grimsby, Bennett, Gaytan, Chastain, Hutton and Chairperson <br />Sanders. Also present were Executive Director Garcia and Assistant Secretary Barrera. <br />Absent was Member Cook. <br />Owner Participation Agreement/East Valley Land Company, L.L.C. <br />Economic Development Director Robb Steel present to the members of the City Council' <br />and the Redevelopment Agency for their consideration the Joint ' and Cooperation <br />Agreement referred to as the Owner Participation Agreement with East Valley Land <br />Company for the development of the TMI property in the Cooley Ranch Redevelopment <br />Project Area. <br />Director Steel reviewed with the members the following points relating to the item for <br />consideration: <br />Background <br />Site History_ <br />Site Characteristics <br />Market Conditions/Highest and Best Use Assessment <br />Analysis <br />Purpose of the OPA <br />Developer Qualifications <br />Scope of Development <br />Developer Obligations Under the OPA (7 points) <br />City/Agency Financial Obligations Under the OPA (8 points) <br />Schedule of Performance <br />1 <br />
