Environmental Findings <br />Economic Analysis <br />Other Considerations <br />Summary and Conclusions <br />Recommendations <br />Approve and Adopt the Resolution of the Redevelopment Agency of the <br />City of Colton approving the Owner participation Agreement between the <br />Redevelopment Agency of the City of Colton and East Valley Land <br />Company. <br />Approve and Adopt the Resolution of the City Council of the City of <br />Colton approving the Owner Participation Agreement between the <br />Redevelopment 'Agency of the City of Colton and East Valley Land <br />Company. <br />Discussion followed with clarification provided by Staff. <br />Public Comment <br />Jean Ferrante, Colton resident, expressed her concerns as to a possible conflict of interest <br />with Special Counsel Sabo; and the approval of the project is progressing too quickly. <br />City Manager/Executive Director Garcia explained the role of Special Counsel Sabo with <br />- the Redevelopment Agency. Attorney Sabo explained to the members that a conflict did <br />not exist. <br />Councilmember Hutton expressed concerns that the resolutions before the members were <br />not listed as part of the Agenda title. Discussion concluded with a Motion by Member <br />Gaytan and seconded by Chairperson Sanders to add the resolution numbers to be <br />considered as City of Colton Resolution No. R-79-98 and Redevelopment Agency <br />Resolution No. 723. Motion carried with Councilmember/Member Hutton voting NO <br />and Councilmember/ Member Cook absent. <br />Public Comment (continued) <br />Arron Hodgdon, Co -Manager National Equity Engineering, reviewed with members a <br />letter dated August 13, 1998, addressed to the Mayor and Council. <br />Discussion and concerns continued in the following areas: truck traffic, market analysis, <br />railroad spur, building structure design, increase assessments, and risk to the City with <br />explanations provided by staff. <br />Public Comment (continued) <br />John Longfield, Colton resident, requested that the members approve the project in <br />concept only and refer the item to the Planning Commission. Previous project approvals <br />of this kind had included input from the neighboring residents and recommended this be <br />done before progressing further. <br />2 <br />
