CITY OF COLTON <br />CITY COUNCIL <br />SPECIAL MEETING MINUTES <br />November 4, 2003 <br />In Accordance with notice duly and legally given, a Special Meeting of the City Council of the <br />City of Colton was held on the above -given date at 4:08 p.m., with Mayor Bennett presiding. <br />CITY COUNCIL ROLL CALL <br />Councilmembers present were, Zamora, Mitchell, Ramos, De La Rosa, Hernandez and Mayor <br />Bennett. Councilmember Chastain arrived at 4:32 p.m. Also present were City Manager <br />Parrish, City Attorney Derleth, and City Clerk Barrera. <br />Said Special Meeting shall be for the purpose of studying and or taking action on the following <br />matters: <br />PUBLIC COMMENT <br />None. <br />ITEMS FOR DISCUSSION: <br />Results of Public Poll Regarding Proposed City of Colton Revenue Measures <br />City Manager Parrish introduced Finance Director deAlwis who provided a PowerPoint <br />presentation on the following: <br />✓ General Fund — Fund Balance 1998/99 through 2002/03 <br />✓ Historical General Fund Revenue in the new century <br />Administrative Charges <br />Vehicle License Fees <br />Sales Tax <br />✓ General Fund — Expenditure make-up by category <br />Public Safety <br />Public Services <br />General government <br />✓ General Fund — Revenue & Expenditure Comparison FY 04-05 <br />✓ General Fund — PERS Rates/Revenue Losses <br />✓ General Fund — Cost of Salary Related Benefits <br />Finance Director DeAlwis introduced Charles Heath, representative from Tramutola, who <br />conducted a survey as part of the analysis for a Utility User's Tax, who also provided a <br />PowerPoint presentation and handout. <br />Discussion by Council followed with questions on the survey that was conducted, such as if the <br />businesses had been polled also, and age of Registered voters. He added that the increase to <br />the residents would be 3 to 4% and businesses 6%. <br />City Manager Parrish asked that Mr. Heath explain about the statistical significance and other <br />communities or cities that have a user tax in place. <br />2003 NOV 04 SPEC CC MEETING - 1 - <br />
