Discussion by Council continued with questions on exceptions for seniors, removal of VLF and <br />amount of lose per year, sunset clause, taxed utility bills, and ways of determination of <br />exemptions for senior when household is mixed. <br />Assistant City Manager Holliman explained that the poll results showed that this was a way to <br />go and even if this is passed we will still be short, as COLA's, step increases and labor <br />negotiations have not been considered. CM De La Rosa explained that it was important for the <br />public to know what has been done in house that brought the reorganization forward, what is <br />being done now and what will be done in the future. City Manager Parrish continued to explain <br />the reduction in staff by 40 positions; early retirement; golden handshake; re -organization; with <br />the right tools the job will get done and the to go to the citizens with this measure. He added <br />that by Council supporting this measure and the continual good service by staff, the measure <br />would succeed. <br />ADJOURNMENT: <br />At 4:51 p.m., Mayor Bennett declared the Special Meeting adjourned. <br />Carolina P.
