Discussion by Council continued with questions on exceptions for seniors, removal of VLF and amount of lose per year, sunset clause, taxed utility bills, and ways of determination of exemptions for senior when household is mixed. Assistant City Manager Holliman explained that the poll results showed that this was a way to go and even if this is passed we will still be short, as COLA's, step increases and labor negotiations have not been considered. CM De La Rosa explained that it was important for the public to know what has been done in house that brought the reorganization forward, what is being done now and what will be done in the future. City Manager Parrish continued to explain the reduction in staff by 40 positions; early retirement; golden handshake; re -organization; with the right tools the job will get done and the to go to the citizens with this measure. He added that by Council supporting this measure and the continual good service by staff, the measure would succeed. ADJOURNMENT: At 4:51 p.m., Mayor Bennett declared the Special Meeting adjourned.
