At Large — Mayor Bennett presented for ratification the appointment of Ann Kolman to the Parks and <br />Recreation Commission. <br />Motion/second by CM Suchil/Mitchell to ratify the appointment of Ann Kolman. No opposition to the <br />motion. <br />AGENDA REVIEW: City Manager <br />City Manager Parrish requested that Item 36 be pulled forward as there is a representative from the San <br />Bernardino County Health Department. <br />(36) Discuss the Adoption of the County Restaurant Grading Ordinance and Provide Direction <br />Regarding the Preparation of a City Ordinance that Adopts the County Ordinance No. 3930. <br />City Manager Parrish explained that this was only a discussion item to obtain Council consideration and <br />direction to staff's regarding the Restaurant Grading Ordinance, if adopted by reference it would require <br />community restaurants to post grading received by County Health Inspectors. <br />Terry Smith Willams, San Bernardino County Public Health, Division of Environmental Health, Health <br />Inspectors, provided a brief presentation on San Bernardino County Ordinance No. 3930, which amends <br />the County Code to establish a program for the inspection grading of food for restaurants in the County of <br />San Bernardino. She explained that the Ordinance became effective October 1, 2004, it establishes an <br />A -B -C food grading system and requires inspectors to issue letter grades which shall be posted clearly for <br />the general public. It provides that any food establishments that fail to attain at least a "B" grade must <br />correct the deficiencies and request a re -inspection within 30 days. Failure will result in immediate <br />closure by the County Health Department and re -inspection will be conducted within 10 days. <br />Discussion continued with Council asking further questions on inspections procedures. With the <br />consensus of the Council, staff was directed to prepare an Ordinance to adopt the County Restaurant <br />Grading Ordinance and return at next regular Council Meeting. <br />PUBLIC COMMENT: <br />The following citizens addressed the City Council against the grading ordinance: Peter Rodensky. <br />CONSENT CALENDAR <br />City Manager Parrish presented Consent Calendar Items No. (s) 3 thru 32, pull Item No. 12 to add an <br />additional project to the record, and requested to pull Item No. 34 until the January 18, 2005 Regular <br />Council Meeting. <br />Motion/second by CM Hernandez/Ramos to approve Consent Calendar Items No. (s) 3 thru 32 amending <br />Item No. 12 to include new project to be added, identify street improvements on Olive Street (project <br />location from La Cadena to 1 01h) , Ninth Street (Olive to La Cadena Drive), Tenth Street (from Olive to La <br />Cadena Drive) and Bordwell Avenue (from Olive Street to Laurel Avenue) and La Cadena Drive (west <br />side from Olive Street to seventh street), Project includes installation of missing concrete sidewalk, curb <br />and gutter, handicap ramps and project dollar amount $32,370. Unanimous vote. <br />(3) Warrants — Approved Payroll Disbursement Listing for 11/24/04, totaling $684,048.27, on file in <br />the Finance Department. <br />(4) MOU/CPOA - Approved and adopted a Resolution adopting the Consolidated Memorandum of <br />Understanding (MOU) between the City of Colton and the Colton Police Officers Association <br />effective July 1, 2004 and amend the Police Department's FY 2004-05 Budget, RESOLUTION <br />NOS.
