CM De La Rosa expressed the importance of having a open communication for an easy transition. CM Zamora asked that RDA Manager Cassel clarify the amount spent to date. RDA Manager Cassel explained that including debt service on the bonds it was 9.6 million dollars and the agency was obligated to spend another 12 million which would bring it to 21.8 million through the year 2026. CM Hernandez expressed his concerns on the project as he too had family members living in the complex. This was a project he inherited and was involved in the settlement process when he came on board. Further, he assured everyone that when he cast his vote he would do it in the best consciousness of everyone involved. CM Ramos also explained that this was a very hard decision for herself as she was familiar with the relocating process; however the community has to be placed first and put personal feelings aside. Mayor Bennett concurred with all comments made by the council, she reiterated that the City comes first, and they would do what was right as far as health, safety and fiduciary for the community. RDA Manager Cassel requested direction for agency to proceed with the relocation implementation phase. Then prior to doing so once relocation plan and the replacement plan portion are complete, it will be presented back to the Agency Board for direction to continue or not with the relocation implementation portion of the contract. Motion/second by CM Ramos/De La Rosa to approve and adopt RDA RESOLUTION NO. 825. With no objection from the Council, Mayor Bennett reopened public comment PUBLIC COMMENT (cont'd): Catherine Bund, expressed her concerns regarding exposure to the potential hazards as described, the relocation project, and the replacement plan. Mayor Bennett clarified again that the City does not own the building and it is a subsidized project, therefore not responsible for the maintenance and management of the building. CM Ramos reminded them that it was only through the litigation that Agency was made aware of mold damage.
