PUBLIC HEARING: <br />CDBG <br />This was the time and place fixed to consider prioritization and funding of community <br />development block grant (CDBG) projects for fiscal year 2004-05. <br />Mayor Bennett declared the Public Hearing "Open". <br />City Clerk Barrera said the Affidavit of Publication was on file in the City Clerk's Office and <br />stated that no protests or objections were received. <br />Community Development Director Zamora presented for Council consideration and approval of <br />staff's recommendation. <br />PUBLIC COMMENT: <br />The following citizens addressed the Council on behalf of their organization: <br />Tray Green, Founder and Chairman of Shopping for Senior's, expressed his appreciation for <br />Council support in the past years, he further explained that this was a free grocery service to <br />low income senior citizens and/or people with disabilities. This service is provided in <br />cooperation with Stater Bros. and recently included Clark's Nutritional Centers to provide <br />nutritional items. Over last 4 to 5 years they have provided this service to approximately 75 to <br />100 individuals in the City of Colton. <br />Joseph Rodriguez, Founder of Gang Reduction Intervention Program (GRIT), apologized for <br />their delay in providing information as requested in previous year, he provided the board with <br />emails and letters from students, teachers and parents involved in program. He further <br />explained that he has serviced over 4000 teenagers with assemblies and over 80 youth in the <br />12 week program offered. New projects included California Youth Authority for parolees ages <br />14 - 25, living in the City. <br />Hope Luna, Historic Preservation Commissioner, requested consideration for funds for the <br />Historic Preservation Commission who is in need of funds for various historical projects. <br />Linda Tripp, Historic Preservation Commissioner, requested consideration of funds for the <br />Historic Preservation Commission who is in need of funds for various historical projects. <br />Pam Bailey -Shimizu, First Nations Tribal Family Center, Inc; explained that this agency was <br />backed by the County of San Bernardino to provide EEG, Biofeedback, Brain mapping and <br />Professional counseling for small children and families. Although matching funds are provided <br />by the County of San Bernardino, they need additional funds to work with referred children that <br />are adopted and living in Colton, although servicing anyone in need, they work with many drug <br />addicted babies who if treated early save millions of dollars in the future. <br />Marty Vega, Terrace Hills Middle School Campus Supervisor, spoke in support of the Gang <br />Reduction Intervention Program (GRIT). <br />Mark Hoover, Full-time police officer and Colton Unified School District Boardmember, spoke in <br />favor of Gang Reduction Intervention Program (GRIT). <br />2004 MAR 02 REG CC/RDA/CUA MEETING -3- <br />
