Specific Plan Amendment to Amend the Text and Maps of the Reche Canyon Specific Plan and <br />a Tentative Tract Map (TT#16249) for a 47 -Lot Subdivision and Two (2) Open Space Lots, and <br />a Proposed Mitigated Negative Declaration with a Mitigation Monitoring and Reporting Program, <br />ORDINANCE NO. 0-05-04. <br />Waive Full Reading and Pass Second Reading of Ordinance to Consider a Specific Plan <br />Amendment to Amend the Text and Maps of the Reche Canyon Specific Plan and a Tentative <br />Tract Map (TT#16249) for a 47 -Lot Subdivision and Two (2) Open Space Lots, and a Proposed <br />Mitigated Negative Declaration with a Mitigation Monitoring and Reporting Program, <br />ORDINANCE NO. 0-05-04. <br />At 6:34 p.m. Mayor Bennett announced that she would recuse herself from discussion of <br />Ordinances 0-05-04, due to Conflict of Interest as she owns property within 500 yards of the <br />project. <br />Motion/second by CM Mitchell/Chastain to waive full reading and pass second reading of <br />Ordinances 0-05-04. Motion carried with CM Zamora absent. <br />At 6:35 p.m., Mayor Bennett returned to the dais. <br />Amendments to Sections 18.20.120(A)(3), 18.22.120(A)(4), 18.24.120(A)(5), 18.26.120(A)(6), <br />18.28.120(A)(6) & 18.54.020(A)(1) of the Colton Municipal Code Relating to the Parking <br />Requirements for Eating and Drinking Establishments and the Keeping of Animals on Estate <br />Residential and Industrial Properties: File Index No. DAP -000-239 & DAP -000-240, <br />ORDINANCE NO. 0-24-04. <br />Waive Full Reading and Pass Second Reading of Ordinance Approving Amendments to <br />Sections 18.20.120(A)(3), 18.22.120(A)(4), 18.24.120(A)(5), 18.26.120(A)(6), 18.28.120(A)(6) & <br />18.54.020(A)(1) of the Colton Municipal Code Relating to the Parking Requirements for Eating <br />and Drinking Establishments and the Keeping of Animals on Estate Residential and Industrial <br />Properties: File Index No. DAP -000-239 & DAP -000-240, ORDINANCE NO. 0-24-04. <br />Motion/second by CM De La Rosa/Ramos to waive full reading and pass second reading of <br />Ordinances 0-24-04. Motion carried with CM Mitchell voting "NO" and CM Zamora absent. <br />PUBLIC COMMENT: <br />The following citizens address the council regarding the May 31, 2004 Memorial Day <br />Services at Hermosa Cemetery: Nick Gasca and Frank Granado, American Legion <br />Post 155. <br />Chris Marin, Principal at Colton Middle School presented a resolution to CM De La <br />Rosa and presented mugs to all Councilmembers commemorating the recent 50th <br />Anniversary Memorial Celebration. <br />Mayor and Council Items: <br />City Manager Parrish explained that he had received a request from the League of California <br />Cities for appointment of a delegate and alternate to vote on issues to be discussed at the <br />2004 MAY 04 REG CC/RDA/CUA MEETING - 6 - <br />
