• Proclamation CM Zamora read and presented proclamation on American <br />Cancer Society "Daffodil Days" accepted by Deputy City Clerk <br />Sabdi Espinoza. <br />• Introductions Police Chief Rulon introduced Police Department Employees and <br />City Clerk Barrera administered the oath to Guillermo Bermudez, <br />Eugene Gloudeman, Erik Reynolds, Paul Grimes and Roberto <br />Vega. <br />• Proclamation CM Ramos read and presented proclamation on the Dr. Seuss's <br />100th Birthday — Read Across America Day to Kristine Adhicks, <br />Literacy Program Coordinator to be forwarded to Mckinley and <br />Paul J. Rodgers Elementary schools. <br />PUBLIC HEARING: <br />Specific Plan Amendment <br />This was the time and place fixed to consider a Specific Plan Amendment to amend the text and <br />maps of the Reche Canyon Specific Plan and a Tentative Tract Map (TT#16249) for a 47 -lot <br />subdivision and two (2) open space lots, and a proposed mitigated negative declaration with a <br />mitigation monitoring and reporting program. <br />Mayor Bennett recused herself due to conflict of interest, as she owns property in the Reche <br />Canyon Specific Plan area. <br />Mayor Pro Tempore Hernandez declared the Public Hearing "Open". <br />City Clerk Barrera said the Affidavit of Publication was on file in the City Clerk's Office and <br />stated that no protests or objections were received. <br />Community Development Director Zamora presented for Council consideration and approval of <br />staff's recommendation. He also reported that a letter was received this date expressing <br />concerns on the water system, design and future developments on the tract, and these would <br />also be addressed at this time. <br />CM De La Rosa requested clarification of letter. Water/Wastewater Director Fraser explained <br />that staff was requesting that Council add a couple of conditions not initially identified in earlier <br />phases of project, such as tying of projects together and integrating system, by bringing an <br />integrated approach to the water system modifications by master planning to share cost in the <br />facilities, it would improve the reliability and redundancy of the water supply in the canyon as <br />well as reduce costs to the City. <br />Discussion by Councilmembers, City Attorney and staff continued. City Engineer Jakher <br />explained that in addition to the conditions by water department, City Engineer requested that <br />filters be provided in the catch basins. <br />Mayor Pro Tempore Hernandez asked if conditions spelled out.
