7. Provide a looped system for water by connecting to the water distribution system <br />proposed by the Tentative Tract No. 16289 on the northerly portion on the project. <br />8. If any part of the water main is within an easement. A 20' wide easement and 15' paved <br />access road shall be provided. <br />9. The developer shall pay a fair -share cost of construction for the million -gallon water <br />reservoir as proposed by the tentative Tract No. 16289 on the northerly portion on the <br />project. <br />Andy Soto responded to CM Mitchell's two concerns regarding usable pad area of each slot and <br />type and model of filter to be used. City Engineer Jakher referred to handout and read as listed: <br />D. Drainage <br />13. The Developer shall install Catch Basin Filters to collect petroleum hydrocarbons (oil <br />and grease) to retain floatable pollutants during moderate flows and peak flow periods. <br />CM Mitchell and Mayor Pro Tempore Hernandez asked about water easement and access. City <br />Engineer Jakher explained that it was possible that it would run through properties, because it <br />was not for drainage it was for the water main that would be underground; it would have an <br />access roadway on top of easement that would provide for maintenance which would be fenced, <br />that once recorded it would show on the tract map as an easement. <br />PUBLIC COMMENT: <br />Kevin Vierra, resident in project area, expressed his concern regarding the visual aspect, the <br />negative declaration, hydrology issues, the drainage system, filter system and design. <br />Kathy Ludwig, resident in project area, expressed her concerns regarding safety, potential fires, <br />and the invitation of graffiti in a park. <br />Cynthia Miller, resident in project area, expressed her concerns regarding traffic and safety. <br />Deborah Karr, resident in project area, expressed her concerns regarding potential fires, traffic <br />and safety issues that may arise. <br />Kathy Sanchez, resident in project area, expressed her concerns regarding water <br />contamination, drainage, berm, and filtration system. <br />Brad Bray, resident in project area, expressed his concern with potential fire access road, as he <br />had purchased his property on a cul-de-sac to avoid this. <br />Pricilla Gutierrez, resident in project area, expressed her concerns regarding solution to traffic <br />control, ecological study, wild life, and safety. <br />Doug Goodman, Goodman and Associates, responded to the concerns of the residents <br />regarding, amount of area of flat pads, construction type step pads, less intrusive grading, major <br />ridgelines, clean water issues, aquifer, detention basin, water ponding, drainage solution and <br />explained that conditions have been achieved to staff's satisfaction. <br />Rod Miller, Traffic Engineer, explained that the number of dwelling unites for both projects was <br />well below the area requiring a second access, therefore they felt very comfortable that they had <br />2004 FEB 17 REG CC/RDA/CUA MEETING - 4 - <br />
