Presentations, Awards, Proclamations Presentation Police Chief Rulon introduced New Police Officers, Lloyd Sanderson, Ernie Frank, Rico Carrillo, Wade Harris, Samuel Smith, and Anthony Jaeger. Senior Deputy City Clerk Flores administered the Oath of Office to the six new officers. Presentation Candace Cassel, RDA Manager, invited Judy Clarke, RDA Project Manager 11, who introduced the City of Colton business spotlight recipient Miller's Honey Company, founded in 1894 in Utah by Nephite E. Miller, Father of Migratory Beekeeping and located a branch in Colton in 1910, based on climate and the orange groves in the area and the railroad centers in San Bernardino and Colton. In the early years the Miller family lived in Utah for half of the year and in Colton for the other half maintaining a residence at 467 E. "C" Street and finally at 1301 N. gth Street, Nephite Miller's son Woodrow Miller former City Councilmember from 1945 to 1964 and also Mayor of Colton from 1956 to 1960 ran the company followed by his son and daughter in law. Mayor Bennett presented a certificate of appreciation to Steven C. Smith, representative for Miller's Honey for their contributions to the city's Business Spotlight Implementation Plan This was the time and place fixed to consider approval of agency Resolution 839 which adopts the 2005-2009 redevelopment implementation plan The Mayor declares the Public Hearing "Open". Senior Deputy City Clerk Flores said the Affidavit of Publication calling the Public Hearing was on file in the City Clerk's Office and stated that no protests or objections were received. Redevelopment Agency Manager Cassel requests this item be continued to a later date. Mayor Bennett declared the Public Hearing continued to March 1, 2005 Regular Council Meeting. Restaurant Grading This was the time and place fixed to consider the ordinance adding chapter 6.06 to the municipal code to adopt by reference chapter 14 of division 3 of title 3 and subsection 16.0213b(b)(17) of chapter 2 of division 6 of title 1, all of the San Bernardino county code (San Bernardino county ordinance no. 3930) relating to inspection grading of food establishments.
