R-18-05. (11) Acceptance of State Homeland Security Grant - Approved acceptance of State Homeland Security Grant and Approve and Adopt a Resolution Amending the Budget for the Fiscal Year Commencing July 1, 2004 and Ending June 30, 2005, RESOLUTION NO. R-19-05. (12) Personnel/Fire - Approved request for recruitment and ratification of employee appointment to the Positions of Fire Captain and Fire Engineer in the Fire Department. (13) Set Public Hearing for Annual Weed Abatement — Approved and adopted a Resolution Regarding the Annual Weed Abatement Program as Administered by the Fire Department and Set the Public Hearing for the Council Meeting of March 15, 2005, RESOLUTION NO. R-20-05. (14) Agreement/CJUSD — Approved the agreement with the Colton Joint Unified School District to Provide a School Resource Officer at the Colton High School Campus; and Authorize the City Manager to Negotiate and Execute the Agreement with any Non - Substantive Changes Approved by the City Manager, the Chief of Police, and the City Attorney. (15) Agreement/CJUSD — Approved the agreement with the Colton Joint Unified School District to Provide an Amount No -to -Exceed $30,000.00 to Allow the District to Fund Crossing Guard Services; and Authorize the City Manager to Negotiate and Execute the Agreement with any Non -Substantive Changes Approved by the City Manager, the Chief of Police, and the City Attorney. (16) RDA/United States Army Corps of Engineers — Approved ratification of amendment to Support Agreement of Modification 1 to Memorandum of Agreement with the United States Army Corps of Engineers. STAFF REPORTS: FINANCE DIRECTOR'S REPORTS AND RECOMMENDATIONS: New Billing Software Award of Contract for the New Utility Billing Software by Alternative Procedure to Advanced Systems in the Amount of $559,935. Finance Director De Alwis presented for Council consideration and approval of staffs recommendation. Motion/second by CM Mitchell/Ramos to approve staff's recommendation.
