(10) Multi -Jurisdictional Hazard Mitigation Plan — Approved and adopted a Resolution <br />Adopting the City of Colton's Annex to the San Bernardino County Multi -Jurisdictional <br />Hazard Mitigation Plan, RESOLUTION NO. R-18-05. <br />(11) Acceptance of State Homeland Security Grant - Approved acceptance of State <br />Homeland Security Grant and Approve and Adopt a Resolution Amending the Budget for <br />the Fiscal Year Commencing July 1, 2004 and Ending June 30, 2005, RESOLUTION <br />NO. R-19-05. <br />(12) Personnel/Fire - Approved request for recruitment and ratification of employee <br />appointment to the Positions of Fire Captain and Fire Engineer in the Fire Department. <br />(13) Set Public Hearing for Annual Weed Abatement — Approved and adopted a Resolution <br />Regarding the Annual Weed Abatement Program as Administered by the Fire <br />Department and Set the Public Hearing for the Council Meeting of March 15, 2005, <br />RESOLUTION NO. R-20-05. <br />(14) Agreement/CJUSD — Approved the agreement with the Colton Joint Unified School <br />District to Provide a School Resource Officer at the Colton High School Campus; and <br />Authorize the City Manager to Negotiate and Execute the Agreement with any Non - <br />Substantive Changes Approved by the City Manager, the Chief of Police, and the City <br />Attorney. <br />(15) Agreement/CJUSD — Approved the agreement with the Colton Joint Unified School <br />District to Provide an Amount No -to -Exceed $30,000.00 to Allow the District to Fund <br />Crossing Guard Services; and Authorize the City Manager to Negotiate and Execute the <br />Agreement with any Non -Substantive Changes Approved by the City Manager, the Chief <br />of Police, and the City Attorney. <br />(16) RDA/United States Army Corps of Engineers — Approved ratification of amendment to <br />Support Agreement of Modification 1 to Memorandum of Agreement with the United <br />States Army Corps of Engineers. <br />STAFF REPORTS: <br />FINANCE DIRECTOR'S REPORTS AND RECOMMENDATIONS: <br />New Billing Software <br />Award of Contract for the New Utility Billing Software by Alternative Procedure to Advanced <br />Systems in the Amount of $559,935. <br />Finance Director De Alwis presented for Council consideration and approval of staffs <br />recommendation. <br />Motion/second by CM Mitchell/Ramos to approve staff's recommendation.
