The Mayor declares the Public Hearing "Open". <br />City Clerk Barrera announced that the Affidavit of Publication is on file in the City Clerk's office <br />and no protests or objections have been received. <br />Redevelopment Agency Manager Cassel provided a Power Point slide presentation regarding <br />the Implementation plan, highlighting the following: <br />Review of Project- Areas <br />> Housing Production Obligations <br />> Plan Limits and Ability to Fund Projects <br />Discussion continued with CM Mitchell, De La Rosa, Chastain and Suchil requesting further <br />explanation on the future plans, and possible alternatives for these project areas. <br />Redevelopment Agency Manager Cassel responded. <br />Motion/second by CM De La Rosa/Suchil to close public hearing. Motion carried with <br />Councilmember Hernandez absent. <br />Motion/second by CM Ramos/Suchil to approve and adopt RDA Resolution No. 839. Motion <br />carried with Councilmember Hernandez absent. <br />Weed Abatement <br />This was the time and place fixed to consider the annual weed abatement program for the City <br />of Colton <br />The Mayor declares the Public Hearing "Open". <br />City Clerk Barrera announced that the Affidavit of Publication is on file in the City Clerk's office <br />and no protests or objections have been received. <br />Fire Marshal Sork presented a synopsis of the program and informed Council that a public <br />hearing is required in order to proceed with the Annual Weed Abatement Program. <br />PUBLIC COMMENT <br />Apolinar Espudo expressed his concerns with neighboring homes that fail to comply with <br />necessary weed abatement causing eyesore to the community. <br />CM Chastain expressed concerns with weed abatement issues with neighboring cities at <br />borders. CM Mitchell acknowledged Mr. Espudo's complaint, which was forwarded to Fire <br />Marshal Sork for further investigation. Mayor Bennett explained that the City had a green lawn <br />ordinance and discussed with City Attorney for possible enforcement. CM De La Rosa <br />explained that he has contacted the property.owner and was working to keep communication <br />open to resolve the problem suggesting possible increased fees on penalties.
