The Mayor declares the Public Hearing "Open". City Clerk Barrera announced that the Affidavit of Publication is on file in the City Clerk's office and no protests or objections have been received. Redevelopment Agency Manager Cassel provided a Power Point slide presentation regarding the Implementation plan, highlighting the following: Review of Project- Areas > Housing Production Obligations > Plan Limits and Ability to Fund Projects Discussion continued with CM Mitchell, De La Rosa, Chastain and Suchil requesting further explanation on the future plans, and possible alternatives for these project areas. Redevelopment Agency Manager Cassel responded. Motion/second by CM De La Rosa/Suchil to close public hearing. Motion carried with Councilmember Hernandez absent. Motion/second by CM Ramos/Suchil to approve and adopt RDA Resolution No. 839. Motion carried with Councilmember Hernandez absent. Weed Abatement This was the time and place fixed to consider the annual weed abatement program for the City of Colton The Mayor declares the Public Hearing "Open". City Clerk Barrera announced that the Affidavit of Publication is on file in the City Clerk's office and no protests or objections have been received. Fire Marshal Sork presented a synopsis of the program and informed Council that a public hearing is required in order to proceed with the Annual Weed Abatement Program. PUBLIC COMMENT Apolinar Espudo expressed his concerns with neighboring homes that fail to comply with necessary weed abatement causing eyesore to the community. CM Chastain expressed concerns with weed abatement issues with neighboring cities at borders. CM Mitchell acknowledged Mr. Espudo's complaint, which was forwarded to Fire Marshal Sork for further investigation. Mayor Bennett explained that the City had a green lawn ordinance and discussed with City Attorney for possible enforcement. CM De La Rosa explained that he has contacted the property.owner and was working to keep communication open to resolve the problem suggesting possible increased fees on penalties.
