City Clerk Barrera announced that the Notice of Public Hearing is on file in the City Clerk's office <br />and no protests or objections have been received. <br />Mayor Bennett announced that staff requested continuance of this item to the next regular <br />meeting with no objection by the council. <br />Joint Public Hearbg/Appeal — 26 COLTON, ILLC. <br />This was the time and place fixed to consider a general plan amendment to re -designate <br />property located at 488 and 502 West Johnston Street from low density residential to low <br />density residential/planned community; a zone change from R-1 (single family residential) to R- <br />1/PC (single family residential/planned community); and environmental assessment for the <br />project. (Planning commission recommendation: denial) <br />Appeal of the planning commission's denial of file index number DAP -000-358, 26 Colton, LILC, <br />regarding arch itectura I/site plan review and approval of tentative tract map number 17187, 'a <br />proposal to subdivide two parcels into 26 single family residential lots located at 488 and 502 <br />West Johnston Street (26 Colton, LILC, Tony Diaz, applicant) <br />The Mayor declares the Public Hearing "Open". <br />City Clerk Barrera announced that the Affidavit of Publication is on file in the City Clerk's office <br />and no protests or objections have been received. <br />Community Development Director Zamora presented an overview of the agenda report and <br />presented staff recommendation that Planning Commission deny File Index Number DAP -000- <br />358. In the event: that Planning Commission approve the proposed project, staff recommends <br />that the project be continued to April 12, 2005 meeting to a prepare a resolution and any <br />additional conditions of approval. <br />PUBLIC COMMENT: <br />Daniel Hernandez provided a PowerPoint presentation and handouts regarding the background <br />on 'Colton 26 ILLC benefits, <br />Motion/second by CM Hernandez/De La Rosa to close public hearing. Motion carried with CM <br />Ramos absent from the dais. <br />Discussion continued with CM De La Rosa requesting further information on the proposed <br />pocket park, future upgradesi and the size of the parcels by the Developer Hernandez. Mr. <br />Hernandez explained that the company was ready to accommodate the request by the Council <br />and was waiting for direction from the City. <br />City Manager Parrish requested that Mr. Hernandez demonstrate on the tract map the effects of <br />the elimination of the park site to increase lot size. <br />CM Hernandez expressed his concerns with the proposed lot size and the potential parking <br />problems that would arise due to the density.
