CM Suchil concurred with Councilmembers that affordable housing was a priority for the city <br />however lot size was also important. He asked the developer if patios and block walls would be <br />available, and if City would install street lights or stop signs. <br />CM Chastain expressed concerns with street drainage. City Engineer Jakher explained there <br />would not be any, additional impact. CM Chastain further explained her concerns with potential <br />parking issues that would arise from the parcel sizes, a problem that also affected her district; <br />she supported the Planning Commission decision. Developer Hernandez explained that they <br />were prepared to take direction from the City to make the project work. <br />CM Mitchell explained that he too had concerns with the parcel sizes as higher density tends to <br />deteriorate faster. He would have to support the Planning Commission decision. <br />Motion/second by CM Mitchell/Suchil to approve and adopt Resolution No. R-55-05 to uphold <br />Planning Commission decision. City Attorney Derleth"clarified staffs recommendation to read, <br />1.) Deny filing DAP000358, 2.) Deny the applicants appeal and uphold Planning Commission <br />denial of architectural site and elevation plans and approval of tentative tract map 17187, 3.) <br />Adopt R055-05 for proposed project. <br />Mayor Bennett explained how she would like to see the applicant sit down with staff to work out <br />a compromise. Applicant Hernandez explained that he supported Mayor Bennett suggestion to <br />go to the 6500 ft and eliminate one or two lots, however need the direction from the City to get <br />this approved. <br />ORDINANCE: <br />First Readin-g: <br />Waive Full Reading and Pass First Reading of an Ordinance to Amend Chapter 6.18 of the <br />Colton Municipal Code Regarding the Regulation of Shopping Carts and Laundry Carts, <br />ORDINANCE NO. 0-08-05. <br />With no objection from the Council, Mayor Bennett announced that this item wo uld be continued <br />to the next regular meeting as a requested had been received from the community. <br />Second Readin-gs: <br />Cable Television Franchise A-qreement <br />Waive Full Reading and Pass Second Reading of an Ordinance to Approve the Cable <br />Television Franchise Agreement between the City of Colton and Adelphia Cable and Authorize <br />the City Manager to Execute the Agreement on behalf of the City, and Waiving certain <br />Procedural requirements as allowed by the Municipal Code, ORDINANCE NO. 0-06-05. <br />Motion/second by CM Hernandez/Chastain to waive full reading and pass second reading of <br />Ordinance No. 0-06-05. Motion carried CM Suchil voting "NO". <br />Zone Change <br />Waive Full Reading and Pass Second Reading of an Ordinance of the City Council of the City of <br />Colton Approving a Change of Zone from R-2 (Medium Residential) to M-1 (Light Industrial) for <br />2005 MAY 17 REG CC/RDA/CUA MEETING -4- <br />
