Motion carried with CM Mitchell voting "NO". <br />AGENDA REVIE : City Manager. <br />City Manager Parrish presented Consent Calendar Items No. (s) 6 thru 16A, for approval, <br />pulling Items 10, 11, 13, 15, and 16 for clarification. <br />(10) Personnel/Police — Approve the Department's Request to Make an Adjustment in <br />Job Classification of Police Services Technician to Provide a Universal Role with <br />a Primary Focus on Code Enforcement and Assist Officers so they can Focus on <br />other Enforcement Efforts; Approve and Adopt a Resolution Establishing Pay <br />Range for Police Services Technician Position as Needed in the Police <br />Department utilizing Funds from the General Fund, RESOLUTION NO. R-56-06. <br />CM De La Rosa requested further information on whether the position would be weekend duty <br />with code enforcement issues. Sgt. Miller responded. <br />0 1) Contract/So ithern California Gas Compan Approve the 2 -Year Renewal of the <br />Gas Transportation Contract for the Agua Mansa Power Plant between the City <br />of Colton and Southern California Gas Company. <br />CM Chastain requested further explanation on the dates, as she was concerned that this should <br />have been presented to council sooner, the pricing of the BTU's, and whether this would be <br />th <br />retroactive to May 12 . Jim Earhart responded. <br />(13) City Council Meetings Manual of Procedure — Consider the Updated Draft City <br />Council Meetings Man.0 al of Procedure and Provide Comments and Further <br />Direction to Staff. <br />CM Mitchell commented that this was an issue that was presented during CM Zamora's term, <br />returning the board members from 7 to 5. <br />(15) Increase of Administrative Fine Fees - Approve and Adopt a Resolution <br />Increasing Certain Existing Fine and Penalty Amounts for Administrative <br />Citations Issued for Violations of the Colton Municipal Code, RESOLUTION NO. <br />R-58-05. <br />CM Chastain requested clarification on the types of fireworks. Fire Chief Hendrix responded. <br />City Attorney clarified the resolution to read definition of illegal vs. safe,and sane. <br />CM De La Rosa explained that this was previously discussed with staff to be brought forward as <br />a resolution for enforcement. He requested information on how residents would be notified of <br />penalties and recommended the issuing of permits to safe and sane vendors with a requirement <br />of posting of finds in booths. Fire Chief Hendrix responded. CM De La Rosa asked how police <br />would implement repeat offenders.
