City Manager Parrish addressed the political sign issue and the cities aggressive position on <br />political signs in the right of way. <br />Announcement by the Mayor of the Formation of the Economic Development Strategy <br />Planning Advisory Committee <br />Mayor Bennett announced that as per agenda in October, staff was directed to move forward <br />and set up like the SART Committee, interest applications would be taken between now and <br />November 1 oth . The DTF Committee would review the application and council would consider <br />recommendations at the December 6 1h meeting. December 20th would be the target date for the <br />Council to be informed on development and consider committee strategy. <br />BOARDS AND COMMISSIONS: <br />)�, Appointments — Pursuant to MC§ Section 2.30.030 — Manner of Appointment <br />District 4 — CM Ramos announced a vacancy in the Historic Preservation Commission. <br />At Large — Mayor Bennett presented for ratification the appointment of Mark Garcia to the Parks <br />and Recreation Commission. <br />Motion/second by CM Hernandez/Ramos to ratify the appointment of Mark Garcia. No <br />opposition to the motion. <br />AGENDA REVIEW: City Manager. <br />City Manager Parrish presented Consent Calendar Items No. (s) 3 thru 23 for approval. <br />Motion/second by CM Ramos/Suchil to approve Consent Calendar Items No. (s) 3 thru 23. <br />Discussion continued with questions and/or comments on Item 6, 7, 17 and 20. <br />Item 6 - CM De La Rosa requested explanation on the EIR, the need to follow through with the <br />court recommendation, and the consultant response on how staff will assist. Mayor Bennett <br />asked if this item could be expedited for presentation to Planning commission before April. City <br />Manager Parrish explained about the hands on meeting so that the project moves quickly. <br />Item 7 - CM De La Rosa asked if the same types of hands on meetings were conducted for the <br />approval of Phase I of the Impound Lot to expedite the project, was there discussion and <br />analysis problems with cleaning and illegal dumping on this street, were cameras considered. <br />City Engineer Jakher responded. CM De La Rosa asked the balance of the VTIP funds, and if <br />there was enough to cover Phase I and 11. Mayor Bennett asked what steps were taken to <br />prevent this from becoming an eyesore. Police Chief Rulon responded. <br />Item 17 - CM De La Rosa asked for clarification on the last fee charged by county, as this year <br />they were reducing the amount, which amount we budgeted, and if there is extra funding. <br />Finance Director De Alwis responded. <br />Item 20 - CM Suchil acknowledged that this was a good project. Mayor Bennett explained that <br />she had a discussion with a former Senator on how the state uses the City as their personal <br />pocket book, the citizen of the community need to be educated as to the funding of local <br />government. <br />Vote: Unanimous. <br />2005 NOVEMBER 01 REG CCIRDA/CUA MEETING -5- <br />
