Hector Luis Jacobo, Pastor of La Nueva Uncion, spoke with the assistance of a translator, in <br />favor of the storage container as the church was limited in storage space and he felt it <br />prevented blight in the area. <br />Monica Smith, daughter of property owner, Wayne Smith, read a brief letter from her father <br />expressing concerns on the use of the storage container on his property and the potential safety <br />risks it might cause. <br />Apolinar Espudo spoke in favor of the Planning Commission decision to deny the appeal as this <br />was an eyesore to the community and failed to take out the appropriate permits. <br />Pastor Bob Johnson, spoke in favor of the Planning Commission decision to deny the appeal, <br />although storage is an issue with many of the local churches, appropriate measures must be <br />taken to insure the safety of the community and insure proper permits are issued. <br />Frank A. Gonzales, spoke in favor of the Planning Commission decision to deny the appeal, he <br />lives in the community and feels it is unsafe and an eyesore. <br />Maria Geralda, Church member, presented signature petitions from the community who were in <br />favor of the storage container. <br />Motion/second by CM Hernandez/De La Rosa to close public hearing. Unanimous vote. <br />Discussion continued with CM Suchil expressing his support of the Planning Commission <br />100�_ decision, CM Hernandez concurred with CM Suchil and asked staff for clarification regarding the <br />decision and what attempts had been made to work with applicant on alternatives. <br />Planning Manager Soto explained that the department had discussed the issue with the <br />applicant and suggested alternatives such as construction of addition or extension to the <br />Church. The storage container had already been purchased and no permits were sought with <br />the City. <br />Discussion from Council continued regarding concerns, and concurred that item be continued to <br />the next regular meeting so that this issue could be evaluated. <br />Motion/second by CM Mitchell/Ramos to continue this item to the December 6, 2005 Regular <br />Council Meeting. Motion carried with CM Suchil voting "NO". <br />2078 West Valle <br />This was the time and place fixed to consider an ordinance of the city council of the city of <br />Colton amending the west valley specific plan to allow mini -warehouses in the west sub area of <br />the specific plan and adoption of a mitigated negative declaration and mitigation, monitoring, <br />and reporting program for file index no.
