Redevelopment Agency Director Cassel presented a power point presentation/handout that <br />included review of the agenda report and a four point staff recommendation for review, comments <br />and changes as directed by Council. <br />Mayor Bennett expressed concerns, page 2 of the report, land use element that reference Reche <br />Canyon high density and suggested that a Blue Ribbon Committee be made and include residents <br />from Reche Canyon to determine if there is.to be a high density in said area. City Manager Parrish <br />responded solution would also assist with this concern by having a joint meeting with the Planning <br />Commission that may result in her recommendation. <br />CM Suchil stated the need for a philosophyby having a council workshop and then submits the <br />recommendation to DTF participants. <br />CM Chastain thanked staff for their information, a good lay out, gives a core and the diameters for <br />Council. She supported a joint staff meeting with the Planning Commission that would include the <br />specific plan. The guidelines of the DTF need to be reviewed and narrowed with RDA developing a <br />strategic plan. <br />CM De La Rosa commented on the fourth item for recommendation to continue to forward Code <br />Enforcement and Police issues to the Police Department. Chief Rulon explained the reasoning <br />behind this recommendation and discouraged having law enforcement accompany the business <br />visits by DTF members. Chief Rulon further clarified the issues that came to code enforcement <br />with positive results. <br />CM De La Rosa directed his comments to Director Cassel and Director Zamora indicating the <br />presentation gave a good road map and the need for Council to move forward and not continue to <br />have overlapping workshops. <br />CM Hernandez acknowledged staff for the information provided because when the DTF was <br />initially formed what was idealized is not what was presented and this visualizes economic <br />development. Staff did a good job in bring the parameters together and there is a need to stay <br />focused as to where we are going and the objectivity as to why we would want it and without drawn <br />out recommendations. Agrees that a philosophy has to be made by Council and cautioned when <br />committees are formed and they become indecisive Council needs to come in and decide. <br />Mayor Bennett agrees the recommendations. are excellent and a good stepping off point. She gave <br />an interpretation of philosophy and what Council does which is policy and not philosophy. <br />CM Mitchell explained the reason for an established philosophy to give DTF direction. <br />CM Hernandez remarked that Council's general philosophy is given to staff and they bring back <br />the policy as a result of that philosophy. <br />CM Suchil suggested a Council Workshop for Oct6 ber 17, 2005 and moved to direct staff to come <br />up with a date. <br />Motion/second by Chastain/Hernandez to adopt the four bullet point recommendation made by <br />staff with no opposition by the members present and CM Ramos absent. <br />2005 OCTOBER 04 REG CC/RDAICUA MEETING 6 <br />
