None AGENDA REVIEW: City Manager. Assistant City Manager Nuaimi presented Consent Calendar Items No. (s) 2 thru 19, for approval, with questions on Items 6 and 7, and requested pulling Item No. 12. (6) Personnel/Electric — Approved Request for Recruitment and Ratification of Employee Appointment to the Position of Senior Customer Service Representative in the Electric Utility Department. Discussion continued with questions on the duties of the employees selected to fill these positions, why the position was not open to the public and the concerns with customers waiting in line or the wait time to speak to customer service on the telephone. Electric Utilities Olko explained that currently the Executive Assistant was pulled from her duties to cover the current vacant position in the Electric Department, the other vacancy exist in the Engineering/Water Wastewater Departments. Finance Director DeAlwis explained that the position would be filled by an existing experienced employee, and there was current recruitment to fill other vacant positions in customer service, he assured them that training was being conducted to lessen the impact to the public. Human Resources Director Arroyo further explained that these were closed promotional recruitments. Assistant City Manager clarified that the department was searching for someone who was experienced, an internal appointment who could backfill, he explained to the Council that they have his commitment that the clerk would not be moved until a replacement was properly trained to fill the customer service position. (7) Personnel/Electric — Approve Request for Recruitment and Ratification of Employee Appointment to the Position of Senior Electrical Utility Inspector and Approve and Adopt a Resolution Establishing a Salary Range, RESOLUTION NO. R-38-06.
