PUBLIC COMMENT: <br />The following citizens addressed the City Council: Art Thompson and Harold Priest <br />MAYOR AND COUNCIL ITEMS: COMMENTS, INTER -GOVERNMENTAL AGENCY <br />REPORTS, INFORMATION SESSION AND ACTION ITEMS: <br />• Acknowledged Harold Priest, former Electric Utilities Director and Jeanette Olko <br />• City County Conference Hosted by SANBAG <br />• Positive Letter from Citizen re: Jeffrey L from Water <br />• League of California Cities Meeting <br />• Latham, Grand and Tejon Meeting regarding Street Improvements <br />• Rancho Signalization <br />• Relay for Life Event <br />BOARDS AND COMMISSIONS: <br />➢ Appointments — Pursuant to MC§ Section 2.30.030 — Manner of Appointment. <br />None <br />AGENDA REVIEW: City Manager. <br />Assistant City Manager Nuaimi presented Consent Calendar Items No. (s) 2 thru 19, for <br />approval, with questions on Items 6 and 7, and requested pulling Item No. 12. <br />(6) Personnel/Electric — Approved Request for Recruitment and Ratification of Employee <br />Appointment to the Position of Senior Customer Service Representative in the Electric <br />Utility Department. <br />Discussion continued with questions on the duties of the employees selected to fill these <br />positions, why the position was not open to the public and the concerns with customers waiting <br />in line or the wait time to speak to customer service on the telephone. Electric Utilities Olko <br />explained that currently the Executive Assistant was pulled from her duties to cover the current <br />vacant position in the Electric Department, the other vacancy exist in the Engineering/Water <br />Wastewater Departments. Finance Director DeAlwis explained that the position would be filled <br />by an existing experienced employee, and there was current recruitment to fill other vacant <br />positions in customer service, he assured them that training was being conducted to lessen the <br />impact to the public. Human Resources Director Arroyo further explained that these were <br />closed promotional recruitments. Assistant City Manager clarified that the department was <br />searching for someone who was experienced, an internal appointment who could backfill, he <br />explained to the Council that they have his commitment that the clerk would not be moved until <br />a replacement was properly trained to fill the customer service position. <br />(7) Personnel/Electric — Approve Request for Recruitment and Ratification of Employee <br />Appointment to the Position of Senior Electrical Utility Inspector and Approve and Adopt <br />a Resolution Establishing a Salary Range, RESOLUTION NO. R-38-06. <br />Discussion continued with questions regarding the position and if the recruitment would be open <br />to the public or a promotion from within, along with questions on changes to the selection <br />2006 APRIL 04 REG CC/RDA/CUA MEETING - 3 - <br />
