Presentation Judy Clarke, RDA Project Manager 11, who introduced the City of Colton <br />business spotlight recipient Mommie Helen's Bakery located in District 6. <br />Mayor Bennett and CM Suchil presented a certificate of appreciation to <br />Dorothy Pryor Rose for their contribution for enhancing the economy of <br />the City of Colton. <br />Presentation Chief Rulon introduced Joshua Lomeli to explain the Youth Directors <br />Council Program, a leadership program that creates after school <br />programs for at risk teenagers. <br />PUBLIC HEARING: <br />Babcock & Brown Storage Sr)ecialists <br />Time and place fixed to consider the continued public hearing from January 17, 2006 regarding <br />an ordinance of the city council of the city of Colton amending the west valley specific plan to <br />allow mini -warehouses in the west sub area of the specific plan and adoption of a mitigated <br />negative declaration and mitigation, monitoring, and reporting program for file index no. Dap - <br />000 -467 for property located at 2078 West Valley Boulevard and an ordinance of the City <br />Council of the City of Colton amending Sections 18.22.120(a) and Section 18.36.030(b) of <br />Colton Municipal Code amending certain parking regulations for mini -warehouse facilities <br />Mayor Announces the Public Hearing. <br />City Clerk Barrera announced that the Notice of Continuance is on file in the City Clerk's Office <br />and she has not received any protests or objections. <br />City Manager Parrish presented for Council consideration, explaining that direction was to have <br />staff meet with the owner in order to reach a consensus and return with an artists redition, and <br />at this time any broken glass development is not allowed near the hospital. Staff had meetings <br />with the applicant and staff is in support of the augmentations. <br />PUBLIC COMMENT: <br />Karen Blankenzee, Pacific Planning Group Inc., explained that she had rendering available <br />along with the owners and the engineers to answer any questions. <br />Motion/second by CM Hernandez/Mitchell to close public hearing. Unanimous vote. <br />Discussion by Council continued questions regarding occupants of the facility, its compatibility, <br />and the floor plan. Ms. Blankenzee explained the rendering is the corner area and extends to <br />the sides, it is three buildings on the site and the two others for the L shape, she explained how <br />it shows the glass in the front so they can see the storage, a landscape plan, a conference <br />center, copy center, post office area, and computer work stations. <br />City Attorney Derleth advised members that since there was no revised staff report to show <br />what has been presented, such as the changes discussed, he recommended that this item be <br />referred back to staff or planning commission. <br />With the consensus of the Mayor and Council the recommendation was to return the item to <br />staff and update the ordinance to include the suggestions made, along with working with the <br />2006 FEBRUARY 21 REG CC/RDA/CUA MEETING -3- <br />
