SPECIAL MEETING OF THE CITY COUNCIUREDEVELOPMENT AGENCY/ COLTON UTILITY AUTHORITY OF THE CITY OF COLTON April 25, 2006 A Special Meeting of the City Council/Redevelopment Agency/Colton Utility Authority of the City of Colton was held at 4:20 p.m., on the above -given date at in the Council Chambers of City Hall, located at 650 North La Cadena Drive, Colton, California Mayor Bennett presiding. Notice of Special Meeting was given on April 24, 2006, in compliance with Government Code Section 54956. ROLL CALL: Councilmembers present were Suchil (appeared at 4:24 p.m.), Mitchell, Ramos, Chastain, DeLaRosa, and Mayor Bennett. Also present were City Manager Parrish and City Clerk Barrera. Absent Councilmember Hernandez. Said Special Meeting shall be for the purpose of studying and or taking action on the following matters: PUBLIC COMMENT: None Letter and Resolution Opposing AB 2015 (Lieu) to Expand the Size of the SCAQMD Governing Board, RESOLUTION NO. R-46-06. Motion/second by CM Chastain/DeLaRosa to adopt and approve Resolution No. R-46-06. Motion carried with Councilmember Hernandez absent. Department Programs/Goals. City Manager Parrish outlined for council the format for the balance of the agenda: (a) Goals and Objectives as outlined in the handbook "City of Colton — FY 2006/07 & Beyond" that was given to each councilmember will be presented by the department head of each city department. The departments that are not able to give their presentations they will be continued and presented at the scheduled May 9, 2006 budget session; (b) a preamble of the content for the subsequent budget sessions: May 9, 2006 will include the FY 06-07 Budget Statement and the Council Requested Projects Program (Matrix) for council evaluation/review with direction to staff. ECONOMIC DEVELOPMENT DEPARTMENT (RDA) Candace Cassel, Economic Development Director, presented the goals and objectives for the Economic Development Department: ✓ Redevelopment Agency ✓ Administration ✓ Projects ✓ Housing ✓ New Senior Housing Complex ✓ Economic Development Discussion and questions by councilmember's with clarification provided by staff: 4 Limitation issues/new project area formation 4 Rancho Mill — funds available for home beautification 4 Business Loan Program — obstacles encountered
