SPECIAL MEETING OF THE CITY COUNCIUREDEVELOPMENT AGENCY/ <br />COLTON UTILITY AUTHORITY OF THE CITY OF COLTON <br />April 25, 2006 <br />A Special Meeting of the City Council/Redevelopment Agency/Colton Utility Authority of the City of <br />Colton was held at 4:20 p.m., on the above -given date at in the Council Chambers of City Hall, <br />located at 650 North La Cadena Drive, Colton, California Mayor Bennett presiding. Notice of Special <br />Meeting was given on April 24, 2006, in compliance with Government Code Section 54956. <br />ROLL CALL: <br />Councilmembers present were Suchil (appeared at 4:24 p.m.), Mitchell, Ramos, Chastain, <br />DeLaRosa, and Mayor Bennett. Also present were City Manager Parrish and City Clerk Barrera. <br />Absent Councilmember Hernandez. <br />Said Special Meeting shall be for the purpose of studying and or taking action on the following <br />matters: <br />PUBLIC COMMENT: <br />None <br />Letter and Resolution Opposing AB 2015 (Lieu) to Expand the Size of the SCAQMD Governing <br />Board, RESOLUTION NO. R-46-06. <br />Motion/second by CM Chastain/DeLaRosa to adopt and approve Resolution No. R-46-06. Motion <br />carried with Councilmember Hernandez absent. <br />Department Programs/Goals. <br />City Manager Parrish outlined for council the format for the balance of the agenda: (a) Goals and <br />Objectives as outlined in the handbook "City of Colton — FY 2006/07 & Beyond" that was given to <br />each councilmember will be presented by the department head of each city department. The <br />departments that are not able to give their presentations they will be continued and presented at the <br />scheduled May 9, 2006 budget session; (b) a preamble of the content for the subsequent budget <br />sessions: May 9, 2006 will include the FY 06-07 Budget Statement and the Council Requested <br />Projects Program (Matrix) for council evaluation/review with direction to staff. <br />ECONOMIC DEVELOPMENT DEPARTMENT (RDA) <br />Candace Cassel, Economic Development Director, presented the goals and objectives for the <br />Economic Development Department: <br />✓ Redevelopment Agency <br />✓ Administration <br />✓ Projects <br />✓ Housing <br />✓ New Senior Housing Complex <br />✓ Economic Development <br />Discussion and questions by councilmember's with clarification provided by staff: <br />4 Limitation issues/new project area formation <br />4 Rancho Mill — funds available for home beautification <br />4 Business Loan Program — obstacles encountered <br />
