Annexation <br />Approve and Adopt a Resolution requesting that the Local Agency Formation Commission <br />("LAFCO") Initiate Proceedings for the Annexation of the Unincorporated "Island" Areas to the <br />City of Colton City Limits (Various Parcels throughout the City's Unincorporated Sphere of <br />Influence), RESOLUTION NO. R-59-46. [item #4, 5/16/06 agenda] <br />Community Development Director David Zamora and Assistant City Manager Mark Nuami <br />presented for council consideration a PowerPoint presentation to assist in the explanation of <br />initiation proceedings for the annexation of the unincorporated "island" areas to the City of <br />Colton city limits. <br />Director Zamora covered the following: <br />• Overview <br />City request LAFCO to initiate proceedings for the annexation of unincorporated <br />islands. <br />Maps and legal descriptions for all seven (7) islands. <br />Plans for Services Analysis. <br />• Background <br />SB 12661Govemment Code §56375 — annexation of existing islands of territory. <br />"Island" definition to 150 acres. <br />Eliminates written protest process. <br />Sunset January 1, 2007. <br />• LAFCO Definition <br />Substantially surrounded (a) the affected City or (b) the affected City and <br />adjacent Cities, or (c) the affected City and a service impediment boundary as <br />defined by the Commission. <br />• Colton "Island" Annexations <br />Seven islands identified — approximately 535 acres/2000 residents <br />North 1-10 Islands (3) <br />Reche Canyon Area Islands (4) <br />Assistant City Manager Nuami covered the following: <br />• Plan for Services Analysis <br />Defined expected changes in services to impacted residents. <br />Identified timing of service changes. <br />Fiscal analysis of the impacts to the City of Colton. <br />Services before Annexation <br />Services after Annexation <br />• Public Safety Plans <br />City of Colton Police Department expand to seven beats <br />Single shift added immediately <br />Police Department allocation by year 2 (2 shifts), year 6 (3 shifts), and year 11 (4 <br />shifts). <br />• Revenue spreadsheet covering 2007 through 2013 — Dwelling Units (Islands) <br />2006 JUN 12 SPEC MTG - 2 - <br />
