ACM Nuami clarified concerns that included the issue of septic tank vs. City sewer, services <br />provided by Edison vs. the City of Colton Electric Utility, and the Utility User Tax cannot be <br />imposed on the residences. <br />Discussion continued with questions from the Council regarding amount -of tax increases, <br />acreage for each section, additional public safety concerns in island areas, the effect on the <br />current staffing in the public works division, and increased street lighting. <br />ACM Nuami responses included there could not be additional property taxes due to Prop. 218 <br />laws that would require the vote of the people beyond the typical 2% per year. <br />City Manager Parrish additional Measure I funds would become available for street <br />improvements for the additional annexation areas at this time Measure I funds administered by <br />the County are not designated to a specific area but allocated throughout the County. <br />ACM Nuami detailed the next steps in the annexation process and Director Zamora informed <br />council the deadline date to submit annexation application for processing through LAFCO in <br />order to complete the process before the January 1, 2007 deadline is June 19, 2006. <br />PUBLIC COMMENT: <br />The following citizens addressed the City Council against the annexation: Kathy Hlavaty, Patty <br />Taylor, Donna Johnson, Carey Holderman, Gerald Johnson,. Lynn Simon, and Gene <br />McCutcheon. <br />Staff responded to several of the concerns presented by citizens under public comment that <br />included, the council meeting is being held at the community center as the city council <br />chambers are being upgraded; ACM Nuami is a LAFCO board member and would recuse <br />himself when this item is discussed; police and fire services that are provided without financial <br />compensation; fixed income household; restated Utility Tax are not applicable in the annexation <br />area property owners; will not be forced to hook up to the city sewer system; public relation <br />campaign cannot go forward until the application is submitted to LAFCO; agenda item was <br />properly noticed; and the seven (7) island as identified were designated using the guidelines <br />outlined in the government code. <br />Motion/second by CM Suchil/Chastain to approve and adopt Resolution No. R-59-06. Motion <br />carried with Mayor Pro Tempore Mitchell voting "NO" and Mayor Bennett "ABSENT." <br />CITY MANAGER'S REPORTS AND RECOMMENDATIONS: <br />Budaet Workshop. <br />Josi Kenline, Assistant to the City Manager, outlined the format for the balance of the council <br />meeting that included the Integrated Capital Improvement Program/Public Works and Water <br />Wastewater, Electric Utility Business Plan/Budget, Water/Waste Water Utility — Budget, <br />Redevelopment Agency — Budget, and General Fund Overview — Personnel Changes. <br />2006 JUN 12 SPEC MTG - 3 - <br />
