POSSIBLE CONFLICT OF INTEREST DISCLOSURES FOR THE COUNCIL MEETING OF <br />FEBRUARY 20, 2007. <br />Mayor Chastain asked the members present if there were any agenda items that were a conflict <br />of interest pursuant to CMC Section 2.04.030. None disclosed. <br />CEREMONIAL MATTERS: <br />Presentations, Awards, Proclamations <br />• Recognition Susan Rodriguez, Family Services Supervisor, introduced Sister Petia of <br />the Church of Jesus Christ of Latter Day Saints and Mayor Chastain who <br />recognized . churchmembers for their time as volunteers, cooking, <br />cleaning, etc., at the Community Centers. <br />• Recognition Deb Farrar, Recreation Services Supervisor, Mayor Chastain and Sheila <br />Fauch, representative from Assemblywoman Wilmer . Amina Carter's <br />Office, who recognized and presented certificates to High School <br />Participants for Student Government Day held February 13, 2007. <br />• Recognition Fire Chief Tom Hendrix, read and presented plaques to Albert <br />Castaneda, city staff member and James Urrea, San Bernardino County <br />Reserve Deputy Officer and resident, for providing emergency assistance <br />on January 29, 2007 to City Employee Jeff Burke who suffered a heart <br />attack at the Gonzales Community Center. Police Chief Ken Rulon <br />presented a medal of honor to Mr. James Urrea, from the law <br />enforcement for his heroic efforts. <br />• Presentation Dilu de Alwis, Finance Director presented Jennifer Sims, Finance <br />Manager, who gave an overview of the 2006 Achievement of Excellence <br />in Procurement Award and introduced Mr. Rix Skonberg, CPM, <br />Purchasing Manager at the City of Moreno Valley Second Vice President <br />of CAPPO who presented the award to Jennifer Sims for the City of <br />Colton. <br />PUBLIC HEARINGS: <br />Urgency Ordinance - Use of Land for Endangered Species Mitigation <br />This was the Time And Place Fixed To Consider An Urgency Ordinance Of The City Council Of <br />The City Of Colton Reuling Ordinance No. 0-02-06 Regarding Requirements For The Review <br />Of Land To Be Used As Open Space Mitigation For Species Conservation; And <br />Consider The Continued Public Hearing From January 16, 2007, An Urgency Ordinance Of The <br />City Council Of The City Of Colton Establishing Policy Relating To The Use Of Land For <br />Endangered Species Mitigation And Adding Chapter 18.31 To The Colton Municipal Code <br />Establishing Requirements For The Review Of Land To Be Used As Open Space Mitigation For <br />Species Conservation; And <br />An Ordinance Of The City Council Of The City Of Colton Establishing Policy Relating To The <br />Use Of Land For Endangered Species Mitigation And Adding Chapter 18.31 To The Colton <br />2007 FEBRUARY 20 REG CC/RDA/CUA MEETING - 3, <br />
