Waive Full Reading and Pass Second Reading of an Ordinance of the City Council of the City of Colton Amending Section 18.20.120 of the Colton Municipal Code to Include Parking Requirements for Gymnasiums and for Racquetball/Tennis Courts, ORDINANCE NO. 0-03-07. Motion/second by CM De La Rosa/Mayor Pro Tempore Suchil to waive full reading and pass second reading of Ordinance 0-03-07. Motion carried. Amendments to the Existina Redevelopment Plan for West Valley Amended Project Area Waive Full Reading and Pass Second Reading of Ordinances Adopting Amendments to the Existing Redevelopment Plan for West Valley Amended Project Area Concerning Time Limitations for Issuing Debt Pursuant to SB 211, ORDINANCE NOS. 0-04-07 and 0-05-07. Motion/second by CM De La Rosa/Oliva to waive full reading and pass second reading of Ordinance No. 0-04-07 and Ordinance 0-05-07. Motion carried. Adoptina Policies Reaardina Use of Eminent Domain Waive Full Reading and Pass First Reading of an Ordinance Adopting Policies Regarding Use of Eminent Domain in Downtown No. 1 & 2, Cooley Ranch, Santa Ana River, Rancho Mill, Mt. Vernon Project, West Valley, and West Valley Amendment Project Areas, ORDINANCE NO. 0- 06-07, 0-07-07, 0-08-07, 0-09-07, 0-10-07, 0-11-07. Mayor Pro Tempore Suchil explained that since Mayor Chastain has a conflict with the Downtown 1, Downtown 2, and Mt. Vernon project areas, she will be excused and a vote will be taken on Ordinances No. 0-06-07, and 0-07-07 as it relates to SB 53. Mayor Pro Tempore Suchil asked that Mayor Chastain disclose the potential conflict. Mayor Chastain announced that she would recuse herself from discussion and vote of this item as she owns property within 500 yards of the project. Motion/second by CM Mitchell/De La Rosa to waive full reading and pass first reading ORDINANCE NO. 0-06-07 and 0-07-07. Motion carried with Mayor Chastain absent. Mayor Chastain takes her place at the dais. Mayor Chastain explained that since CM De La Rosa and CM Oliva have a conflict with the Rancho Mill Project Area, they will be excused and a vote will be taken on Ordinance No. 0-08- 07 as it relates to SB 53. Mayor Chastain asked that CM De La Rosa and CM Oliva disclose the potential conflict. CM De La Rosa and CM Oliva announced that they would recuse themselves from discussion and vote of this item as they own property within 500 yards of the project.
