SECTION 2. A. It shall be unlawful for any person to practice, engage in, carry on the business of a massagist or conduct a massage parlor within the City of Colton without having obtained a license so to do and complying with all regula- l tions and requirements as hereinafter contained and set forth. B. Every person making application, as hereinafter set out, for a license to carry on any of the purposes of this part, shall, at the time of making such application, file with the Chief of Police of the City of Colton. (1) Written proof that the applicant is over the age of twenty-one (21) years. (2) Written proof that the applicant is a bona fide resident of the County of San Bernardino. (3) Wratten proof that the applicant has had at least one (1) year's experience in the profession, work and method of treating the external parts of the human body for remedial or hygienic purposes by rubbing, stroking., kneading, adjusting or tapping with the hand or by instrument, or applicant must furnish a diploma or certificate of graduation from a recognized school or other institution of learning wherein the method, profession and work of massagist is taught. (4) Written statement of at least three (3) bona fide residents of the City of Colton that applicant is of good moral character. (5) A Certificate from the County Health Officer stating that the applicant has been examined and found to be free of any conta- gious or communicable disease. C. Every person desiring to carry on the business of a massagist or conduct a massage parlor shall make a written application to the City Council for a license to conduct said business. The application shall be signed and sworn to by said applicant and shall state the true or fictitious name or names of said applicant, his or her age, present street address or other address or addresses where applicant may have lived at any time during the year im- mediately preceding the date of said application, the name under which, and place where said applicant proposes to conduct said business together with the
