The appeal shall be in writing, directed to the City Council, <br />and filed with the City Clerk within ten days from the date of action by the <br />Planning Commission. Upon failure to appeal within the stated time, the <br />decision of the Planning Commission shall be final„ The City Clerk shall <br />notify any appellant as to the time, date and place of hearing on appeal, The <br />City Council may reverse, amend or modify the decision of the Planning <br />Commission; provided, that a written finding of fact is made setting forth <br />whe-rein the Commission's findings were in error.
